    Accounting Clerk - Honolulu, United States - 22nd Century Technologies

    *Duration*: 12+ months


    Roles and Responsibilities:
    *A. Fiscal and Accounting 55%

    • Assists with maintaining financial controls of federal grant awards through analysis, review and revision of transactional data, ledgers, registers, spreadsheets, and journals
    • Maintains ledger system based on operational expenditure plan, showing funds available and expended in each account
    • Maintains special ledgers for expenditures by category (object code, activity code, vendor, location)
    • Reconciles General Ledger with reports to ensure WIC expenditures are within State allotment
    • Prepares monthly/quarterly expenditure reports as required
    • Prepares closing entries for revenue, expenditures, and fund balances report
    • Ensures accounts are closed and balances eliminated by fiscal year end
    • Maintains bookkeeping records of receipts, deposits and collections
    • Collects and processes quarterly mileage reimbursement claims for WIC staff
    • Provides transactions and inventory records for audits and reviews to ensure documentation, internal controls, asset/cash management, and compliance
    • Draws funds from federal Automated Payment Management System (ASAP) and prepares Treasury Deposit Receipts
    *B. Contracts and Billing 20%

    • Reconciles expenditure reports, processes invoices, posts payments, and maintains electronic ledgers for contracted service providers
    • Audits quarterly expenditure reports from State Clinics for fiscal data acceptability
    • Reconciles each agency's account for acceptability of costs based on requirements
    • Pre-approves and processes payment for contract invoices for Supervisor's signature
    *C. Administrative 10%

    • Provides fiscal information and participates in long range planning
    • Assists in budget preparation by providing fiscal and expenditure data
    • Provides information on proper utilization of State fiscal documents
    *D. Maintaining Inventory 10%

    • Maintains inventory of all WIC and service provider equipment, furniture, etc.
    • Maintains purchase and expenditure records for equipment
    • Requisitions, receives and posts acquired equipment/furnishings per bid list and requirements
    *E. Other Related Duties 5%

    • Serves as technical and clerical resource for accounting and administrative functions
    • Interacts with other departmental personnel as necessary
    • Performs other duties as required
    *Required Skills:


    • Plan and carry out clerical functions
    • Maintain effective work pace under deadlines
    • Read and understand manuals and instructions
    • Write routine business letters, summaries, reports using prescribed format
    • Deal tactfully with others
    • Operate and maintain common office appliances and equipment including bookkeeping and simple data processing equipment
    *Work Experience Required:


    • 2 years experience in posting to accounting records and systematizing fiscal information
    • Computing, classifying, and recording numerical data to maintain financial accounting records
    • Demonstrated knowledge of accounting classification, terminology, office practices and procedures relating to transaction processing and recording
    *Education Required:


    • High school diploma or equivalent
    • Associate Degree in Accounting or Business Administration preferred.
