    Position Summary:

    Under the supervision of the Deputy Director of Emergency Medical Services, this position is responsible for performing administrative, technical, and supervisory duties for field operations and coordinating emergency medical personnel and resources to assure provision of emergency medical and transport services on a 24-hour basis. Manages and coordinates interagency control at the scene of a major disaster and coordinates actions of all EMS staff and first responders.

    Pay Rate Information:

    The Road Supervisor position is a non-union position and starting salary is $32.98/hr. This position is eligible for step pay increases within our Non-Union Grade 9 Wage Scale. Top end of the current wage scale for this position is $41.78/hr. Must be available to work 12 hour night shifts.

    Essential Job Functions:

    An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties, which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

    1. Coordinates and supervises the field response to calls for emergency and non-emergency medical services. Ensures appropriate staffing levels are maintained for daily operations.
    2. Supervises, assigns, and delegates responsibility for assignment of work, directs personnel, evaluates performance of employees and assures necessary training and professional development. Investigates complex personnel issues and takes disciplinary action according to established procedures. Participates in the hiring process of personnel including interviewing and the selection of new hires.
    3. Coordinates with other public safety agencies to ensure delivery of emergency medical services, such as police, fire, 911, and various health care providers. Troubleshoots and attempts to solve problems and/or conflicts, as necessary, in order to assure efficient delivery of medical services.
    4. Frequently responds to emergency scenes for on-site evaluation and quality assurance of emergency care delivered at the scene.
    5. Monitors EMS stations, facilities, grounds, and vehicles ensuring appropriate departmental standards are met.
    6. Appropriately enforces department policies and procedures in accordance with union contracts.
    7. Oversees unit inventories and insures appropriate stocking levels of all medic units including ambulances, disaster trailer, supervisors' vehicles, and any other units which may carry medical equipment and/or supplies.
    8. Coordinates vehicle repair and maintenance and ensures all supplies and equipment are maintained. Coordinates with the Operations Manager EMS to achieve this outcome.
    9. Participates in the departmental accreditation process as directed.
    10. Assists with public relations activities to create and maintain a continuous positive departmental image throughout the community and makes presentations to various community groups. Conducts classes related to emergency medical services as needed.
    11. Performs Paramedic duties to fill shift shortages as necessary.
    12. Keeps abreast of current issues through continued education and professional growth. Attends conferences, workshops, training meetings, and seminars as appropriate.
    13. Performs other duties as directed.

    Required Knowledge, Skills, Abilities and Minimum Qualifications:

    Requirements include the following:

    • Associate's Degree in EMS, Paramedic, business administration, or related field and five years of progressively more responsible in EMS operations, including some prior supervisory experience.
    • The County, at its discretion, may consider an alternative combination of formal education and work experience.
    • State of Michigan Paramedic license and meet or exceed the Washtenaw/Livingston Medical Control Authority requirements.
    • Certified Medical Transport Executive and completion of NIMS 100, 200, 300, 400, 700 and 800 courses.
    • Michigan Vehicle Operator's License.
    • Thorough knowledge of the professional public management techniques involved in personnel administration and resource management.
    • Thorough knowledge of the principles and practices of providing emergency paramedic and ambulance services and non-emergency transport.
    • Considerable knowledge of trends in emergency management, assisting with the direction and management of department operations, developing department policies and procedures, analyzing data, scheduling staff for coverage on a 24-hour basis, maintaining Paramedic equipment, providing Paramedic services, and applying local, state and federal law, rules and regulations.
    • Skill in assembling and analyzing data and preparing comprehensive and accurate reports.
    • Skill in effectively communicating ideas and concepts orally and in writing.
    • Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with County employees, contractors to the County, representatives of other governmental units, professional contacts, elected officials, and the public.
    • Ability to assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations.
    • Skill in the use of office equipment and technology, including Microsoft Suite and EMS specific databases and applications.
    • Ability to work non-traditional hours and work schedules and respond to emergencies or service needs on a 24-hour basis.

    • Ability to pass physical agility and strength test administered by the department.
    • Ability to carry injured person on cot, backboard and stretcher as part of a two-person team.
    • Ability to carry persons on cot, stretcher, backboard or stair chairs up and down stairs, over rough terrain as part of a two-person team.
    • Ability to lift injured person from floor, from cot to ambulance, from cot to bed and in other lifting situations.
    • Ability to lift and carry various emergency medical equipment weighing up to 100 lbs.
    • Ability to perform rescue operations in rough terrain and in hard to reach locations.
    • Ability to safely drive rescue vehicle in all types of weather conditions and at all times of the day or night.
    • Ability to work in cramped body positions.
    • May work in the same position for extended periods of time during extrications.
    • Squatting, stooping, kneeling and reaching to perform rescue operations.
    • Must be able to perform strenuous physical requirements such as CPR, lifting and moving of equipment and patients in a variety of environmental conditions.
    • Must be able to swim at the basic survival level.
    • Must be able to perform required medical skills and techniques, such as bandaging, splinting, establishing an IV, performing endotracheal intubation and other advanced airway techniques, manual defibrillation, pleural decompression.
    • Must have correctable vision acceptable for day and night operation of emergency vehicles, must have color acuity adequate for determination of skin and blood color, and must be able to read medication dosages on drug labels and syringes.
    • Must be able to hear and understand information provided by patients, family or bystanders; must be able to hear breath sounds and accurately determine auscultated blood pressures; must be able to differentiate separate conversations in active, distracting environments; must be able to hear and understand radio traffic when responding with lights and sirens.
    • Must be able to speak and enunciate clearly and at a level audible to others in loud conditions, must be able to speak clearly in stressful situations, must be able to verbally communicate with patients, families and other emergency personnel.

    Working Conditions:

    • Exposure to contagious diseases.
    • Exposure to extreme changes in temperature.
    • Required to work in all types of weather conditions.
    • Exposure to persons in various emotional states, as well as under the influence of alcohol and/or drugs.

    While performing the duties of this job, the employee is regularly required to communicate in person and by telephone, read regular and small print, view and produce written and electronic documents, and enter data on a computer keyboard with repetitive keystrokes. The employee must be mobile in an office setting, stand, sit, stoop and kneel, use hands to finger, handle, or feel and reach with hands and arms. The employee must lift or push/pull objects of up to 15 lbs. without assistance. Accommodation will be made, as needed, for employees required to lift or move objects that exceed this weight.

    The typical work environment of this job is a business office setting where the noise level is quiet and sometimes moderate. However, the incumbent could also be assigned to duties as a field supervisor/Paramedic if conditions warrant. In this situation, the incumbent could be exposed to unsanitary or unhygienic materials, individuals and situations in the course of performing required duties.

    While performing the duties of this job, the employee's environment can range from an office setting to an emergency service call. Physical demands, therefore, range from sitting in an office or vehicle to the physical exertion associated with lifting and transporting patients. While in the office, the employee is regularly required to communicate in person and by telephone, read regular and small print, view and produce written and electronic documents, and enter data on a computer keyboard with repetitive keystrokes

    While in the field, the employee is required to travel to other locations, stand, walk, run, climb, stoop, kneel, crouch or crawl, and lift and/or move items of heavy weight. Though applicable safety procedures are documented and utilized, the incumbent may be exposed to unsanitary or unhygienic materials, individuals and situations in the course of performing required duties. The noise level in the work environment varies from quiet to very loud.
