    Description

    Duties * Inspect or survey workplaces, processes or products for compliance with established safety and occupational health policies or standards.

    * Assist in the evaluation of work operations to quantify hazardous exposures using methods such as collecting noise data, air samples and ventilation measurements.

    * Assist in the design or modification of workplaces, processes or products to control or eliminate hazards.

    * Assist in the development of safety and occupational health standards to reduce the frequency, severity and cost of accidents and occupational illnesses.

    * Assist in the training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.

    Requirements Conditions of Employment * Must sign a mobility agreement if selected. * Must sign an Army Fellows Participant Agreement if selected. * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Must be able to obtain and maintain a Secret security clearance. * Must possess and maintain a valid stateside driver's license. * Must comply with Drug Testing Program Requirements. * Moderate to heavy lifting is required.

    * Regular and recurring survey work exposes the employee to operating machines/equipment, hazardous materials, high noise levels, dust and fumes.

    Protective clothing and equipment may be necessary.

    * The work requires regular and recurring physical exertion related to frequent inspections and surveys of work spaces and operations.

    * Inspections require a significant amount of walking, standing, bending, crouching, climbing, stretching, or similar movements to inspect work spaces or construction projects.

    Employee may be required to lift moderately heavy objects.

    * This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition.

    * This position is designated as Emergency Essential. At the full performance level, the incumbent may be required to deploy. Emergency Essential Civilians are required to sign a DoD Form 2365.

    * Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.

    * This position is designated as Mission Essential.

    At the full performance level the incumbent may be required to perform mandatory overtime and report for duty during inclement weather, natural disasters, and other emergency situations.

    * Incumbent may be required to take part in readiness exercises and training (Basic first aid; Basic soldier field survival skills; Standards of Conduct; Proper wear, use and care of all issued clothing and equipment; etc.) * Incumbent must pass an Initial and annual medical examination and receive/maintain up-to-date required immunization for the overseas or deployed location.

    * Initial training location is Vicksburg, Mississippi, however, the selectee may be required to relocate to another duty station based on the needs of the organization.

    * Incumbent must complete all required training and achieve the Functional Community (FC)-12 Level 1 and Explosives Safety Level 1 professional certificates within 12 months, or prior to deployment.

    * Incumbent must meet requirements specified on A Certificate of Medical Examination, for position at overseas/deployed location and receive immunizations appropriate for overseas location.


    Qualifications Who May Apply:
    To be eligible for consideration you must meet the definition of recent graduate as defined below:

    Recent Graduate:
    a person who was awarded (or will be awarded by June 2024) a degree by an institution of higher education not more than two years before the date of the appointment of the applicant


    Exception:

    For a person who has completed a period of obligated service in a uniformed service of more than four years, the degree may be awarded by an institution of higher education not more than four years before the date of the appointment of the applicant.

    In order to qualify, you must meet the education and/or experience requirements described below.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

    Basic Requirement for Safety and Occupational Health Specialist position:

    Specialized Experience:

    One year of specialized experience which includes assisting in managing safety or occupational health program elements; or, applying safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; or, assisting in analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; or, assisting in designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.

    This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).


    OR Education:
    One full year of graduate level education with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene)


    OR Superior Academic Achievement:
    Successful completion (or completion no later than June 2024) of all the requirements for a bachelor's degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene)

    OR degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines:

    safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology with Superior Academic Achievement (S.A.A).

    In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled.


    Superior Academic Achievement is based on:
    (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies ( ).

    If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your S.A.A.

    claim must be based on class standing or membership in an honor society and you must provide evidence of your class standing or honor society membership with your application.


    NOTE:
    Grade point averages will be rounded to one decimal point. For example, 2.95 will round to 3.0, and 2.94 will round to 2.9.

    OR Combination of Education and Experience:

    A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

    To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
