    RESPONSIBILITIES

    The Performance and Compliance Administrator reports to the Director and plays a crucial role in managing financial and operational aspects.

    This includes overseeing budget submissions, generating regular and project-specific reports, and managing critical accounting functions.
    The Administrator collaborates closely with the Bridges & Tunnels department/facilities for budget tracking and reconciliation efforts. They also contribute to the development, evaluation, and presentation of goals, audits, and performance reports in the Operations/Maintenance Department. The role involves creating management reports, conducting operational studies, and undertaking special projects.

    The Administrator supports initiatives to improve operational and budgetary performance and helps develop schedules for cost-budget analysis for major Capital Transportation Projects.

    Facilitate departmental budget-related tasks including preliminary, midyear, and final budgets and forecasts.
    Create plans, conduct analyses, and prepare presentations for categories such as Personnel Services, Overtime, OTPS, and Capitalized Assets.
    Collaborate with team members to organize special budget initiatives, including cost analyses, budget reduction proposals, and ad-hoc analyses.
    Maintain oversight of the department's budget and conduct thorough variance analyses.
    Coordinate and prepare reports for submission to the MTA Board and develop strategic business plans.
    Supervise production of the department's monthly performance report.
    Provide senior management with regular updates on goals and objectives progress.
    Select, develop, and motivate personnel within the department, offering career advancement opportunities as appropriate.
    Deliver timely coaching and counseling to personnel.
    Foster a professional environment that values individual differences and empowers employees.
    Enhance communication between Operations central management and facility management personnel.
    Oversee administrative functions, including personnel actions.
    Formulate and revise personnel hiring plans.
    Conduct special projects, address requests for information, and oversee ad-hoc analyses and reports for various stakeholders.

    QUALIFICATIONS

    • Bachelor's degree in Accounting , Business, Computer Science or Finance , or a related field. Additional years of experience can be substituted in lieu of education.
    • Minimum of 5 years of data analyses and/or budget development.
    • Excellent oral, analytical, writing, and communications skills. The ability to successfully integrate operating data into usable reports and documents.
    • Professional, related experience in positions with increased responsibility within data analyses, budget, or accounting.
    • Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint).
    • Must possess an unrestricted valid driver's license.
    • Effective business writing skills (ability to focus on audience information needs, be concise and direct in language) and effective verbal communication skills (ability to interface with all levels of management).
    • Ability to ascertain critical operational and functional issues and prioritize analysis accordingly.
    • Ability to seek out, sort and compile data into useful information.
    • Strong interpersonal skills with the ability to influence other department's commitment to providing timely and accurate data and updates.

    Preferred qualifications:

    • Master's Degree in Accounting , Computer Science, Business, Finance or related field is desirable.
    • Knowledge of Hyperion Financial Management System.
    • Effective research, analytical and writing skills.
    • Effective communication skills.
    • Effective knowledge of computer software and hardware systems and their application in an operating environment.
    • Knowledge of Hyperion Financial Management System.
    • Knowledge of Oracle BI.
    • Knowledge of general accounting and financial reporting.
    • Familiarity with Kronos or similar timekeeping systems.
