    Position Summary

    The Opportunity: This position, reporting to the Director of Business Services - The Controller, directs and manages financial reporting and general ledger, treasury accounting, and accounts receivable processing for Skagit Valley College (SVC), consistent with Washington State Law, Washington Administrative Code, College policies and procedures and generally accepted accounting principles (GAAP) and the governmental accounting standards board (GASB).

    This is a full-time, exempt position working 40 hours per week.

    This role is based in Business Services on the main campus located in Mount Vernon, Washington. The successful candidate is expected to work from campus the majority of the work week, but the position is eligible for a hybrid/remote work arrangement.

    Duties and Responsibilities
    • Responsible to administer the following Business office financial reporting functions: Integrated Postsecondary Education Data System (IPEDs), fiscal year end, internal controls, financial statement and supplementary report preparation, State of Washington ACFR audit documentation preparation, Federal single audit document preparation, ensuring reporting complies with Washington State Law, Washington Administrative Code, District policies and procedures, GAAP and GASB;
    • Responsible for District financial management including cash management, expense payment, revenue collection and analysis of all district general ledger funds and account groups;
    • Responsible for all district cash and treasury accounting functions ensuring those functions comply with Federal and State laws, Washington Administrative Code, District policies and procedures and generally accepted accounting principles;
    • Serve as advisor to the Director of Business Services - for assigned functions;
    • Provide leadership in the delivery of financial, cash and treasury services for the College to departments and students;
    • Responsible for appropriate internal controls related to invoice payment, check and electronic deposits and electronic disbursements;
    • Responsible for internal management reporting and analysis: provide cash and treasury projections, forecasts, and financial trends to meet internal and external reporting requirements; ensure proper accounting techniques and controls are used;
    • Supervise (train, schedule, evaluate and recommend selection and disciplinary action) exempt and classified employees. Adhere to rules and regulations ensuring efficient operations of SVC budget and fiscal services;
    • Responsible for ensuring assigned staff adhere to acceptable behavior and performance standards. Demonstrate that assigned staff have been informed how behavior and performance will be assessed, receive timely and accurate feedback regarding performance, and any observed performance and behavioral problems are corrected promptly;
    • Responsible for the integrity, and compliance with GAAP, of financial and other data provided to the State Board for Community and Technical Colleges and external auditors;
    • Oversee computerized financial systems;
    • Attend meetings and represent SVC on State Boards and Councils;
    • Model professional decorum and mutual respect in all personal interactions;
    • Complies with College policy, procedures and directives, state and federal regulations, orders and statute and collective bargaining agreements;
    • Support and advance the SVC strategic plan, and perform other duties as assigned.
    Knowledge, Skills, and Abilities
    • Knowledge of State of Washington's accounting policies and regulations; federal cost principles, principles and procedures of governmental accounting; internal auditing principles, procedures and practices; financial records and reports; recognized methods used in effecting internal control; and methods of accounting systems design;
    • Ability to extract data from ERP and other systems and use automated spreadsheets and other tools for financial accounting, reporting and analysis;
    • Ability to extract and analyze complex financial and statistical data and determine their significance;
    • Ability to recognize and solve accounting and finance system related problems;
    • Ability to supervise employees;
    • Ability to monitor and evaluate fiscal and/or accounting activities;
    • Ability to direct the development of controls and procedures for programs and appropriations;
    • Ability to project and report on cash, revenue and expenditure trends;
    • Ability to prepare and present comprehensive reports and recommendations;
    • Ability to work independently;
    • Excellent written and oral communication skills with individuals and groups;
    • Ability to establish and maintain effective working relationships with district and campus administrators and staff;
    • A demonstrated understanding and value of the contributions that a diverse workforce can make to the success of the organization and the students we serve;

    Qualifications

    Minimum Qualifications:
    • Bachelor's degree in Accounting, Business, or related finance field from an accredited institution. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position;
    • Five (5) years increasingly responsible experience as a professional accountant or financial analyst, including experience with financial statement preparation. Experience to include progressively responsible accounting experience which involved the application of advanced accounting principles and theories to an accounting operation;
    • Certification as a Public Accountant (CPA), Government Financial Manager (CFGM), or Management Accountant (CMA).
    Preferred Qualifications:
    • Master's degree or higher in Accounting, Business, Public Administration or Organizational Leadership from an accredited institution;
    • Experience in a State of Washington college, university, or public agency;
    • Management experience of large and complex accounting systems;
    • Demonstrated knowledge of governmental accounting;
    • Demonstrated experience supervising a unionized workforce.
    Salary, Benefits, Conditions of Employment, Application Procedure

    Salary and Benefits:
    • Annual salary rate for this twelve-month, 100% of full-time position is $95,000-$100,000 depending on experience;
    • Contracts are written annually for the period of July 1 to June 30. This position will be filled as soon practical after a candidate is identified and the salary will be pro-rated for the remaining contract period.
    • This position is exempt from civil service. This position is eligible for overtime.
