    Description

    Summary



    Responsible for planning and executing a civil and criminal enforcement program and a participant and compliance outreach, education, and assistance program to ensure maximum industry compliance with the Employee Retirement Income Security Act of 1974 (ERISA). Assists with overseeing administrative management activities in the areas of personnel management, budget, resource planning and justification, and program reporting.

    This position is Outside the bargaining unit.



    Duties


    Major duties include but are not limited to:

    • Oversees and evaluates the work of subordinate managers, supervisors, and senior advisors.
    • Serves as Acting Regional Director in the absence of the Regional Director and exercises full responsibility in the accomplishment of program operations.
    • Assists the Regional Director in formulating and implementing strategies to achieve program operating goals and adapt to evolving program requirements and priorities.
    • Provides guidance and training to management and professional staff on policy changes, applicable case law, enforcement tools and techniques, and novel fiduciary issues.
    • Represents the Regional Office in meetings with other EBSA senior field and National Office officials to discuss issues and projects of mutual concern.
    • Initiates new projects to ensure the accomplishment of ever-evolving program requirements and priorities.
    • Reviews materials from Regional Office staff and the ability to communicate effectively in writing and generate written materials when directed.
    • Represents the Regional Office in communications with internal and external stakeholders.
    • Coordinates with EBSA National Office personnel, the Solicitor's Office, the U.S. Attorney's Office, state insurance commissions, and other federal or state regulatory agencies concerning investigations, enforcement policies, legislative/regulatory impact, and other matters of joint interest.
    • Develops and targets methodologies that identify high value employee benefit plans, and service providers, and makes decisions on the type and quantity of cases to be opened from a variety of sources.
    • Monitors the region's inventory of cases to ensure that sufficient progress is being made so that monetary, timeliness, and other objectives are met.
    • Recommends courses of action that produce high quality investigations and high levels of customer service, and result in consistent approach and efficient use of the region's resources.
    • Maintains knowledge of ERISA and related civil and criminal laws, regulations, precedents, policies, and legal decisions; Agency and Departmental goals and priorities; the rules of civil and criminal procedures; general knowledge of GAAP and auditing standards; and the field of health, finance, banking, insurance, plan administration, real estate, and securities investments. Being responsible for all aspects of operating, administering, and managing a Regional Office.
