    The Health Contract Administrator or Senior is responsible for executing and monitoring the complex Health division professional contracts.

    The incumbent will develop and evaluate contracts, review and monitor the contract process, and provide reporting and special project coordination.

    This position will proactively work with the Health Finance team, other Health staff, Contract Management Office and agency employees.


    This is a primarily remote position requiring onsite work conducted at our TRS office in Austin, approximately once a month or as required for business needs.

    All applicants must reside in Texas upon employment and continue to reside in Texas throughout employment with TRS.

    Vacancy will be filled at one of two levels - Health Contract Administrator OR Senior Health Contract Administrator. Selected applicant will be offered the position that most closely matches their education and experience.

    Salary Range


    Health Contract Administrator:
    $63,890-$79,860 annual


    Senior Health Contract Administrator:
    $77,305-$96,630 annual


    WHAT YOU WILL DO:
    Contracting Process


    • Develops and maintains a department-wide procurement plan.
    • Assist the Health Finance team in conducting procurements and renewing or amending existing contracts.
    • Collaborates with the TRS Procurement & Contracts and Legal departments to conduct procurements and renew or amend existing contracts. (Senior)
    • Assists in the evaluation process for awarding solicitations.
    • Facilitates the evaluation process for awarding solicitations.
    • Monitors contractor performance with the contractor and/or departmental liaison to explain performance evaluations and obtain feedback, and reporting and resolving complex contractual issues.
    • Aids contract agency staff on eligibility, policy, documentation, and billing procedures.
    • Monitors the procurement and contracting process to ensure that contractors are fairly and objectively selected.
    • Facilitates contract terms revisions in accordance with applicable procurement law and the agency's best interests.
    • Reviews contracts and related amendments and verifies that contract data meets legal and fiscal requirements.
    • Reviews contract plan changes, amendments, and renewals to ensure correctness and adherence to procedural requirements.
    • Inputs and maintains information and processes in a contract management software tool.
    Contract Monitoring


    • Maintains systems for contract administration tracking, record keeping, and reporting.
    • Manages contractor oversight process, including risk assessment, monitoring plan, and evaluation criteria to ensure that contractors consistently provide quality services and that funds are spent effectively and efficiently.
    • Ensures that contractors comply with all state and agency regulations and policies, and adequately address expected deliverables, performance measures, payment methodology, and consequences for non-performance.
    • Manages contractor and subcontractor performance for compliance to contract terms and conditions by monitoring contractor performance.
    • Oversees consulting contract statements of work and invoice approval
    • Develops budgetary projections for professional services and tracks spending.
    • Participates in internal and external audits, researches and reconciles audit exceptions, and recommends solutions.
    Performs related work as assigned.


    WHAT YOU WILL BRING:
    Required Education


    • Bachelor's degree from an accredited four-year college or university in contract management, business administration, finance or a closely related field
    • High school diploma or equivalent and additional full-time experience in purchasing, contract administration, or similarly related experience may be substituted on an equivalent year-for-year basis.
    Required Experience


    • Three (3) years of full-time directly related, progressively responsible experience in purchasing, contract administration or similarly related experience.
    • Six (6) years of full-time directly related, progressively responsible experience in purchasing, contract development and administration or similarly related experience. (Senior)
    Required Registration, Certification, Licensure


    • Certification as a Certified Texas Contract Manager (CTCM) must be obtained within one (1) year of employment, if not already certified
    Preferred Qualifications


    • Certification as a Certified Texas Contract Manager (CTCM).
    Knowledge of


    • Contract administration theories, practices, techniques, rules, regulations, and related technology.
    Skill in


    • Evaluating contracts and contractor performance, and recommending future actions.
    • Writing contract specifications, deliverables, and terms and conditions. (Senior)
    • Negotiating contract terms and requirements, balancing departmental and provider requirements, and resolving related issues. (Senior)
    • Collecting and evaluating complex statistical data for reasonableness, necessity, and conformity with contract requirements.
    • Planning and project management, including planning, organizing, and coordinating work assignments to effectively meet frequent and/or multiple deadlines; handling multiple tasks simultaneously; and managing conflicting priorities and demands.
    • Effective written and verbal communications, including preparing and delivering complex reports, presentations, bid proposals and specifications, and policies.
    • Proficient use of computers in a Windows environment with word processing, spreadsheet, and other business software, including contract tracking and management systems.
    • Providing quality customer service.

    Ability to:

    • Establish and maintain harmonious working relationships with co-workers, agency staff, and external contacts.
    • Work effectively in a professional team environment.
