    Description
    HR Strategic Business Partner

    Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.
    A High School Diploma or GED is required.

    A Bachelor's Degree from an accredited four year college or university in Business or Public Administration, Social Sciences, or closely related field preferred.

    Two (2) years of full-time, paid, progressively responsible experience in program administration is required. Must be able to lift and carry thirty (30) pounds. A valid State of Ohio Driver's License is required.

    Duty Statement (Function):


    Under administrative direction, is responsible for various functions of the Human Resources team to formulate partnerships across the HR function to deliver value-added service to management and employees that reflects the business objectives of the organization.

    The HRSB maintains an effective level of business literacy about the business unit's financial position, its midrange plans, its culture and its competition.


    Is responsible for the overall talent acquisition to attract, retain develop and engage the most diverse, qualified talent for the Department of Port Control (DPC).


    Responsibilities:

    Labor Relations and Policy Management:
    Interprets and ensures compliance with City of Cleveland, Civil Service, and EEO standards, rules, regulations, and union contract language.
    Writes, interprets and researches contract language and represents airports in negotiations.
    Oversee and review employee relations and disciplinary actions.

    Investigates allegations of misconduct, conducts hearings, determines plausibility, and issues sanctions.
    Conduct investigations and respond to employee complaints and grievances.
    Develop, review and maintain internal controls, policies, and procedures for the organization.

    Consult with the Human Resources Committee on issues relating to employee relations or disciplinary actions of a more complex nature.

    Strategic Business Partner

    Oversee human resource functions to ensure alignment with business strategy
    Drives business goals and objectives
    Shape business strategy through analysis, defining organizational capabilities and delivering HR practices to deliver strategy
    Acts as a change agent that drives a culture shift – influencing change to the organizations way of working and thinking to grow the airport business and people
    Creating a competitive advantage through alliances and success largely contributed to by a diverse and inclusive foundational awareness.
    Organize and lead weekly or monthly meetings with team members
    Work closely with executive team members to better understand the needs of the company
    Coach, lead and mentor team members to meet objectives
    Work with Training and Development section to evaluate current team members and identify areas of training improvement
    Participates in compensation surveys to collect and analyze competitive market information to determine the organization's competitive position.

    Records Management, Retention, and Reporting
    Regulatory Compliance

    Ensure compliance with all necessary employment regulations including FMLA, PERS, COBRA, HIPPA, and other state or federal guidelines.


    Recruitment and Retention:


    Oversees all aspects of the talent acquisition process will research, develop, and implement effective recruiting and staffing strategies to attract a diverse pool of qualified and capable talent for the organization.

    Actively recruits, interviews, hires, and onboards new employees following the City of Cleveland, Civil Service, and DPC's policies and procedures.

    Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.

    Assists with job posting and advertisement processes, screening of applicants, and selects most qualified diverse candidates.
    Schedules interviews; oversees preparation of interview questions and other hiring and selection materials.
    Assists with the interview process, attending and conducting interviews with managers, directors, and other stakeholders.

    Collaborates with the hiring manager and/or other human resource staff during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details.

    Ensures compliance with federal, state, and local employment laws and regulations, and company policies.
    Responsible for outreach and attends and participates in college job fairs and recruiting sessions.
    Develops and implements airports' onboarding programs, performs analysis for time to fill, time to hire, retention, diversity, etc.
    Creates job descriptions and performs job analysis
    Coordinates seasonal employment programs and events to recruit and interview candidates.
    Manage the exit interview process
    Work with management staff to conduct job analyses, create and update job descriptions, and make FLSA determination decisions.


    Promotes and ensures compliance with occupational health and safety management policies, procedures, and programs to minimize employee accidents and to promote a safe work environment.

    Performs other related duties as required.



    Qualifications:

    A Bachelor's Degree in Human Resources or closely related field from an accredited four-year college or university.

    (Substitution:

    one year of pertinent experience may substitute for each year of college education lacking.)
    Three years of full-time, paid experience in human resources.

    NIMS and ICS certifications for General Employee tier and any assigned working groups must be completed within six months of employment and complete additional or refresher training as required.

    Must have a demonstrated ability to work in a diverse and inclusive environment that fosters non-discrimination.
    Must be highly organized, detail-oriented, have the ability to prioritize multiple responsibilities.

    Must have exceptional customer service skills with the ability to communicate professionally and effectively with both internal and external customers.

    Must be computer proficient in the Microsoft Office Suite, especially MS Excel and MS PowerPoint.
    A valid State of Ohio Driver's License is required.

    Must successfully complete a Transportation Security Administration (TSA) 10 year fingerprint-based Criminal History Records Check and employment background check and Security Threat Assessment.

    Must be able to pass a pre-employment physical and drug test.
    Must be able to lift and carry thirty-five (35) pounds.

    Preferred

    Qualifications:

    SHRM-Senior Certified Professional (SHRM-SCP) or SHRM-Certified Professional (SHRM-CP) Certification
    Experience working in an airport or municipality is preferred.
