OVERVIEW OF THE POSITION:
The self-motivated and detail-oriented Division Manager and Lead Watershed Inspector will oversee and manage the Owasco Lake Watershed Inspection and Protection Division that is charged with conducting regular, year-round inspections of Owasco Lake and its tributaries to ensure compliance with the Watershed Rules and Regulations.
The incumbent will be responsible for training new Watershed Inspectors and, thus, will be expected to perform all of the duties and responsibilities of the Watershed Inspector position, as necessary.
The Division Manager will be responsible for preparing Watershed Inspectors for leadership roles within the Division to allow the incumbent to expand their involvement in higher level projects scoping, coordination, management, and administration in service to the Owasco Lake Watershed Management Council.
The Division Manager will perform administrative duties as required, serving both the Owasco Lake Watershed Inspection and Protection Division and the Owasco Lake Watershed Management Council on a variety of projects.
The Division Manager will be under direct supervision of the Executive Director, but will be granted a high degree of autonomy.

Oversees, facilitates, and leads the following required activities of
Watershed Inspectors:
o Patrols various land uses (agricultural, residential, commercial, and municipal) within the Owasco Lake Watershed, its shorelines, and tributaries to identify violations or potential violations of existing codes, rules and regulations and/or situations that negatively impact water quality;
o Oversees use and maintenance schedule of the OLWIPD vehicle fleet
o Provides on-site inspections related to erosion and sediment control disturbances;
o Conducts follow-up inspections of active construction sites in addition to proposed or existing sewage disposal systems;
o Provides technical assistance to municipalities, contractors, and residents;
o Tracks daily inspection activities;
o Maintains records related to the work;
o Coordinates and assists with ongoing public education activities;
o Coordinates with, and reports monthly to, the Watershed Inspection Committee that provides direct oversight and governance to the Owasco Lake Watershed Inspection and Protection Division;
o Reports monthly to the Owasco Lake Watershed Management Council and other agencies such as water purveyors, as requested;
o Assists with the development of annual reports, procedures, and annual work plans and reviews with the Watershed Inspection Committee;
o Assists with the development of the OLWIPD webpage, social media and educational newspaper publications;
o Interacts directly and routinely with the Executive Director to support the advancement of relevant projects, programs, and organizational development for the OLWMC.

Watershed Inspectors:
o Working knowledge of land use issues, NPS pollution, and watershed management;
o Willingness to attend training sessions to keep current in the field;
o Ability to implement GPS applications and GIS mapping software;
o Ability to recognize and understand the functions of subsurface sewage disposal systems;
o Ability to understand and interpret various federal, state, and local environmental regulations;
o Experience with erosion and sediment control and/or willingness to gain credentials;
o Experience with septic system inspections and/or willingness to gain credentials:
o Experience with farm conservation and planning and/or willingness to gain credentials;
o Ability to directly communicate, and effectively maintain, positive interactions with residents of the watershed;
o Ability to effectively use water sampling equipment;
o Ability to communicate articulately and directly while presenting in public forums;
o Ability to understand and interpret topographic maps, soil surveys, engineering drawings, etc.;
o Physical condition commensurate with demands of the position, including the ability to traverse difficult terrain in various weather conditions;
o Ability to work independently and manage time effectively;
o Commitment to maintaining a positive attitude during difficult situations;
o Ability to assist with social media and website updates.
o Ability to operate unmanned aerial vehicle (aka, drone) and study and test for required pilot's license.
MINIMUM AND PREFERRED QUALIFICATIONS:
Minimum:
(A) Graduation from a regionally accredited or NYS registered college or university with a Bachelor's Degree in Environmental, Physical, or Biological Sciences, or related field and eight years of experience related to the field of resource management, environmental science, or environmental studies; OR
(B) Graduation from a regionally accredited or NYS registered 2-year college or university with an Associate's Degree including a minimum of 12 semester credit hours in the physical & biological sciences and ten years of experience related to the field of resource management, environmental science, or environmental studies;
Preferred Credentials:
(A) Accreditation for erosion and sediment control on construction sites (Certified Professional in Erosion and Sediment Control, CPESC or NYS E&SC accreditation);
(B) Credentials and experience for the inspection of on-site septic systems.
(C) Accreditation in farm conservation planning (e.g., Certified Nutrient Management Planner, CNMP);
(D) Graduation from a regionally accredited or NYS registered college or university with a Master's Degree in Environmental, Physical, or Biological Sciences, or a directly related field and five years of experience related to the field of resource management, environmental science, or environmental studies;
(E) UAV Pilots License;
(F) Certifications in First Aid and CPR.
SPECIAL REQUIREMENT(S):
Possession of a current valid New York State Driver's License at time of appointment. From date of employment must possess and maintain NYS Driver's License.
A successful recruit will be required to accommodate quarterly performance evaluations for the first year of employment.
