    Description
    Overview At all levels, our Budget Analysts will utilize and enhance their skills in either budget formulation or budget execusion cost estimating and analysis by supporting programs related to the development and acquisition of space vehicles for various legacy programs of the DOD and Intelligence communities
    The support and expertise you provide will directly impact the objectives of our national defense and security
    Responsibilities


    • Draft funding documents
    • Support the NRO's continued development of auditable annual financial statements
    • Establish obligation and expenditure plans for active year appropriations, monitor execution throughout the fiscal year, and provide analysis at the requirement, office, sub-project, project or appropriation level, as required
    • Consolidate the Government Estimate at Completion (GEAC) report
    • Maintain accurate record of all financial and programmatic changes across execution years and future years' defense program (FYDP)
    Provide support in preparation of the Congressional Budget Justification Book (CBJB) and the Intelligence Program Budget Submission (IPBS) Skills Required The TS/SCI cleared Budget Analyst shall support our Chantilly VA customer with specific tasks including:


    • All levels of experience as a Budget Analyst for DOD, CI and other Government agencies; NRO experience preferred
    • Ability to operate and update NRO's financial tools and systems to include FIRsT, NExT, NFIS, TIER, TALON/STAR, EARL, FTO Tool, FFO Integration Tool (FIT), and other financial systems as required
    • Knowledge of IC budgetary principles and procedures
    • Must be proficient in Microsoft Excel, MS Word and PowerPoint
    • Some domestic travel may be required
    • Skill to recognize when decisions or information should be referred to a higher authority
    • Must have excellent oral and written communication skills
    • Demonstrated knowledge of acquisition management regulations, practices, policies, and procedures including major system acquisition lifecycle resource planning practices and procedures, and Acquisition Program Baseline development and PM

    Ps Clearance Required:
    Active Top Secret (TS) with ability to upgrade to Sensitive Compartmented Information (SCI) and pass a Counter Intelligence (CI) polygraph

    Desired clearance:
    Active (TS) / (SCI) clearance and ability to pass a (CI) polygraph

    Education Required:
    Master's degree preferred, Bachelor's degree required, preferably in math, finance, engineering, business, accounting or the sciences
    In lieu of 4 year degree, additional years of experience many be considered

    Top Secret / Sensitive Compartmented Information (TS/SCI) clearance REQUIRED (existing CI poly preferred but can be obtained) Education Bachelor's degree required, preferably in math, engineering, business, or the sciences.
