    SKILL LEVEL:
    Minimum of 7 years of related experience is required. Desired is that the experience is in a consulting services environment. US federal government experience ideal.





    LOCATION:
    Remote (primary) with occasional on-site activities required at the client site in the Northern Capital Region (DC Metro).





    SECURITY CLEARANCE:
    Applicants must be U.S. citizens and must be capable of obtaining and maintaining a Department of Defense (DoD) issued security clearance during employment.


    SUMMARY:


    The Master Scheduler will develop and maintain a comprehensive schedule that integrates both technical and non-technical activities required to successfully execute the program integrated master schedule (IMS).

    S/he will play a critical role in ensuring that projects are completed on time and within budget and work closely with various teams and stakeholders to ensure effective coordination and communication throughout the project lifecycle.

    The Master Scheduler will oversee planning, coordinating, monitoring, reporting, and resolving/mitigating issues/risks that impact activities within the program IMS.

    S/he will practice PMP and SAFe applicable processes to oversee or manage solution delivery, vendor scope, schedule, cost, quality, and completeness, etc.

    The Master Scheduler will regularly update and maintain the master schedule by incorporating changes, updates, and adjustments as necessary.

    S/he will monitor project progress and identify any deviations from the schedule, taking proactive measures to address delays or other issues.

    S/He will conduct regular meetings and discussions with project teams to review and analyze project status, identify bottlenecks, and recommend solutions.

    S/he will collaborate with internal and external stakeholders to establish or enhance the clients' schedule management processes and procedure, governance, policy, and ensure they align with industry and program best practices.


    DUTIES MAY INCLUDE:

    Facilitation or Participation



    • Organize, facilitate, or participate in program cadences (technical and non-technical planning, review, refinements, etc.), executive updates, and planning etc.
    • Facilitate information flow and planning among various stakeholders such as program leadership, program management office, product owners and vendors, etc.
    • Engage in the requirements review, design, development, test, and deployment of IT solutions that may span across multiple functional areas of the program or organization.

    Tracking and Prioritization



    • Track and report overall schedule, progress, and impact to program delivery; standardize reporting expectations.
    • Help the program visualize and understand priorities, for effective backlog planning across program and product teams.
    • Support Program Leaders and Product Owners in pivoting priorities as needed, based on overall capacity and risks, with frequent inspection/adaptation.
    • Help teams surface and track issues related to product view with a focus on feasibility, timeliness, quality, and impact to customer experience.

    Communication and Collaboration



    • Drive collaboration and communication necessary to ensure delivery success, including successful management of risk and dependencies, changes and increase end-to-end collaboration between internal teams and vendors.
    • Communicate and organize demos, reviews, and regular program summaries providing program and project management related documents.
    • Inspect and identify continuous improvements opportunities between vendors and internal teams- tools, logs, and process as well as actively advance the lean processes to drive efficiency and improve effectiveness while supporting organic maturation of teams.
    • Coordinate, host or facilitate meetings – take notes, roster, and actions items as well as ensure follow up/through on a timely basis.

    REQUIRED SKILLS:

    • Demonstrated experience in building and managing program or project schedules using the Critical Path method.
    • Demonstrated skills in project management, leadership, and customer relationship management with strong ability to transform business needs into actionable requirements and manage customer expectations and instill trust and confidence.
    • Advanced proficiency in using Microsoft Project.
    • Strong problem-solving skills and able to work with technical partners to come to a solution.
    • Working knowledge of how to leverage Digital Technology capabilities to meet business needs with proven experience in solution implementation processes, including requirements gathering, analysis and design, development of tools and technologies, release, and version control, testing methodologies, and deployment.
    • Effective communication (verbal and written), influencing and negotiation skills with the ability to communicate requirements and schedules for adherence to standards as well as present and explain schedule mechanics information to executives, technical and non-technical teams.

    PREFERRED SKILLS:

    • Experience participating in project management audits and assessment to include Government Accountability Office (GAO) and CMMI.
    • Experience conducting Schedule Risk Analysis (SRA).
    • Diverse project management experience using Agile and standard SDLC methodologies.
    • Broad knowledge of Cloud software development, data services, and Cyber security domains.
    • Ability to build trust, with a natural desire to do well and have fun.
    • Proficient in JIRA, Confluence.
    • Proficient with Primavera project scheduling software.
    • PMP, Agile Certified Practitioner, Project Management/Scrum certification, SAFe certification or similar.

    EDUCATION:

    • Bachelor's degree in Computer Science, Cybersecurity, Engineering, Business or Project Management, Information Technology/Systems, Information Management or related fields of study
