    This position is located at MCCS MIRAMAR.Candidates selected for this position will serve as a Semper Fit Deputy Director.

    Major Duties

    Incumbent reports to the Semper Fit Division Director for Marine Corps Community Services (MCCS) aboard Marine Corps Air Station (MCAS) Miramar. Incumbent will lead by example, foster teamwork, and collaborate with MCCS stakeholders to shape and sustain a working environment conducive to the successful performance of the Semper Fit Division.

    Supports and assists the Semper Fit Director to ensure the overall operation, supervision, and management of the Semper Fit Division programs are meeting objectives and efficiencies as directed by MCCS Director. Required to do site visits throughout Semper Fit Division aboard MCAS Miramar which will require working early mornings, evenings, holidays, and weekends. Responsible for the operation, supervision, management, and execution of the strategic plan for the following Semper Fit Division programs: Human Performance, Physical Training, Sports and Athletics, Recreation and Fitness Centers, Outdoor Recreation, Aquatics, the Single Marine Program, Auto Skills, Bob Hope Theater, Information Tickets and Tours (ITT), Golf Course, Active-Duty Recreation Center, Party, Adventure, Recreation Center (PARC), and oversight of Athletic Fields Ground Maintenance.

    Administers and executes annual budget for the division. Establishes proactive controls to ensure budgetary objectives are met, ensures supervisors and staff are held accountable for budget adherence. Analyzes budget reports to identify discrepancies, needs, and efficiencies. Computes financial data and statistics to prepare reports and forecast short and long-term budget needs. Executes Non-Appropriated Fund and Appropriated Fund (NAF and APF) budgeting practices, to include profitability analysis, internal controls, and purchasing. Ensures day to day operations are efficient, timely, and follow best practices for the organization. Manages administrative efforts for the division including responses to HQMC and local taskers, and ensures deadlines are met.

    Provides exceptional customer service, and upholds high service standards using respect, courtesy, professionalism, and teamwork. Takes initiative to solve problems quickly but recognizes when to seek assistance to resolve issues. Collaborates in a professional, supportive, and proactive manner.

    Coaches, mentors, and leads by example. Sets clear performance expectations and appraises performance. Responsible for reviewing appraisals of supervisory and nonsupervisory employees. Resolves grievances and complaints and initiates appropriate corrective action for performance or conduct issues. Schedules and grants leave requests, approves the master leave schedule assuring adequate coverage. Working closely with managers throughout the division, ensures staff and volunteers have the training needed for their position. Responsible for review and approval of timekeeping for direct reports, and acting as backup for managers as necessary.

    Briefs customers and base leadership on Semper Fit program offerings. Stays up to date on industry trends, analyzes data, and communicates information and research to the Director for consideration. Completes local needs assessments to determine customer needs. Incorporates the findings and customer feedback into program plans. Coordinates with Marketing division to plan and develop promotional, advertising, commercial sponsorship, and publicity strategies. Coordinates and implements joint programs with other MCCS activities.

    Determines adequacy of facilities and recommends facility construction, alterations, and renovation projects. Monitors repair and maintenance of existing facilities and equipment. Coordinates with engineers on requirements related to construction or renovation of program facilities. Coordinates and implements plans and policies to ensure facilities and programs follow established safety, fire, and environmental directives.

    Adheres to safety regulations and standards, uses required safety equipment and observes safe work procedures. Reports safety and security violations to the proper authority when discovered. Responsible for the development and implementation of division¿s internal safety program in accordance with the Base Safety Program. Informs employees of safety regulations, instructions, materials, and equipment. Promptly reports workplace accidents to the Human Resources Office as well as the Semper Fit Director. Ensures safety training is provided to employees and complies with OSHA standards, taking action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions can result in disciplinary actions and follows through with appropriate action. Ensures minimal loss of duty by complying with ¿Return to Work¿ program initiatives and following up on employee status. Actively supports all principles of federal, state, base and MCCS enterprise EEO programs.

    Qualifications

    A bachelor¿s degree is required in one of the following areas of study: business administration/management, sports management, exercise physiology, exercise science, fitness management, health promotions, public health, health education, or a related field AND at least five years¿ professional experience that demonstrates executive management skills used in planning, coordinating, leading, and directing entry to mid-managerial level staff within a complex organization. Experience managing and supervising multiple teams within a diverse workforce is required.

    Must have a thorough knowledge of business practices, economic principles to analyze trends and recommend improvements. Must possess knowledge of health and wellness and organizational management concepts, and productivity methodologies.

    Required to work collaboratively and independently. Must be able to seek and provide feedback, share ideas, and learn from others. Strong oral and written communications skills required. Must have and maintain a valid driver¿s license. Must have or obtain CPR certificate within 6 months of hire. Knowledge of Marine Corps organizational structure and financial management of APF/NAF policies preferred but not required.

    This is a mixed position where the incumbent must be able to lift and carry objects up to 25 lbs. independently, and objects over 25 lbs. with assistance.
