    These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies.

    FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

    The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state's efforts during disaster response and recovery.

    This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee.

    Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide.

    After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds.

    Position Overview and Responsibilities:


    This is a professional position in the Bureau of Recovery's Compliance Unit which serves as a leadworker among the Compliance Monitors.

    In addition to the duties described below, this position assists the Compliance Supervisor in planning and assigning work assignments, reviewing work, and reviewing and developing procedures related to monitoring subrecipients for compliance with state and federal grant requirements.+Follows established procedures to monitor compliance with federal grant rules and regulations, specifically 2 CFR Part 200.+Reviews subrecipient agreements and other relevant compliance documents to ensure documentation is maintained demonstrating the proper identification, selection, and designation of subrecipients, subcontractors, and other vendors, agreements contain all appropriate requirements, budgets are consistent with proposal requirements; accurate in the calculation of salaries, and direct and indirect expenses, compliant with established regulations.+Works with supervisor to make recommendations to Compliance staff for revisions when appropriate.+Evaluates each subrecipient's risk of noncompliance with Federal statutes, regulations, and the terms and conditions of the subaward, implements procedures to assign level of risk, and ensures proper level of monitoring.+Monitors the activities of the subrecipients as necessary to ensure that the subaward is used for authorized purposes, in compliance with Federal statutes, regulations, and the terms and conditions of the sub-award, and that sub-award performance goals are achieved in conjunction with Compliance staff.+Verifies that every subrecipient is audited as required, conducts follow-up and ensures that the subrecipient takes timely and appropriate action on all deficiencies pertaining to the Federal award, issues a management decision for applicable audit findings pertaining to the Federal award, contributes to resolving audit findings related to the subaward.+Conducts site visits, desk audits, and/or reviews subrecipients', subcontractors', and other vendors' financial and performance reports (including backup documentation as required) to assess compliance with regulations and substantiate payments made.+Coordinates periodic comprehensive compliance reviews of subrecipients.+Recommends and implements corrective actions as necessary.+Provides subrecipients, subcontractors, and other vendors with training and technical assistance on compliance related matters.+Assists in the development and delivery of compliance related training and support to other Foundation staff.+Tracks, documents, and reports all compliance monitoring activities.+Other duties as assigned.


    Knowledge, Skills, and Abilities:

    • Ability to monitor contractor/recipient/sub-recipient compliance with program requirements through review, analysis, and processing of financial and program deliverables, including expenditure, budgeting, staffing, and progress reports, audits, and requests for payment.Ability to conduct risk assessments.Ability to utilize problem-solving techniques.Ability to plan, organize, coordinate, and complete work assignments.Ability to communicate effectively both orally and in writing, and to provide technical assistance to local governments and other entities.Knowledge of the roles and responsibilities of federal, state, and local government entities in response to public emergencies and disasters.Ability to perform and complete quality research.Ability to work effectively in a team environment and/or individually, whether with internal or external stakeholders, on programmatic issues and/or principles.Ability to establish and maintain effective working relationships with others.Skilled in the use of personal computers, Microsoft Office products (PowerPoint, Excel, and Word), and web-based applications.
