    Summary



    The Office of the General Counsel (OGC) is the legal team for the Department of Health and Human Services (HHS), providing quality representation and legal advice on a wide range of highly visible national issues.

    OGC supports the development and implementation of the Department's programs by providing the highest quality legal services to the Secretary of HHS and the organization's various agencies and divisions.

    Duties




    ABOUT THE POSITION


    Responsible for providing clients with leadership to manage and coordinate the legal aspects of a wide array of highly visible, complex, and often precedential public health matters.

    Initiates the development of sound legal strategies to support client positions and then defends those positions in complex and often controversial litigation.

    Such litigation includes lawsuits arising out of Provider Relief Fund payment decisions, Injury Compensation Program determinations, organ transplantation policy, 340B Drug Program regulations and enforcement, efforts to combat health misinformation, Title X family planning regulations, and adolescent health programs.


    Provides leadership and direction in the development and implementation of long-term client plans, especially planning pertaining to such legally sensitive matters.

    Frequently called upon to represent clients and OGC in high-level meetings, negotiations, and legal proceedings in which there is little or no opportunity to seek additional guidance and legal advice.


    Determines resource needs and allocation of resources; establishes and maintains controls, policies, and guidelines concerning budget, personnel, procurement, travel, etc., for the Public Health & Science Branch of OGC.
