    Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service


    About the Position:

    This Program Manager (Deputy Product Manager Acquisition) position is assigned under Program Executive Office, Intelligence Electronic Warfare & Sensors (PEO IEW&S), Project Manager Defense Cyber OPS, PMD Cyber Analytics & DET, located at Fort Belvoir, Virginia.

    Responsibilities Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million dollar annual budget.

    Oversee POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight. Responsible for the analysis and evaluation of programs as they affect assigned equipment. Perform the full range of administrative and technical supervisory duties.

    Maintain continuous liaison and monitors collaborative planning with pertinent military users, DA staff and other agencies to render advice and counsel on assigned management activities.

    Specialized Experience:
    One year of specialized experience is defined as: 1) Developing project management policies, planning, requirements and direction within an acquisition program; 2) Participating in analysis of the programs budget, cost and mission requirements; 3) Overseeing project responsibilities such as development, acquisition, testing, cyber security, life cycle support, resources management, contracting, scheduling, personnel and facilities; and 4) Overseeing and/or managing Risk Management Framework and Configuration Management activities to secure or maintain an Authorization-to
    • Operate.
    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted. Additional Information Direct deposit of pay is required. Position requires a Sensitive Compartmented Information Top Secret clearance. Relocation/Recruitment Incentive will not be authorized. Student Loan Repayment will not be authorized. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.

    This is a Career Program (CP) 5- General Administration & Management position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement.

    Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.

    Position is Telework eligible, as determined by agency policy. This is a DoD Demonstration Project position.

    Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers.

    Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades.

    For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
