    The Assistant Vice President of Business Affairs develops, manages, and monitors the accounting operations of the college in conformance with generally accepted accounting principles (GAAP) and governmental accounting standards board (GASB) under the general guidance of the Vice President for Administration & Finance.

    This position is the College's subject matter expert on all accounting related issues, activities, and questions.

    The Assistant Vice President of Business Affairs is responsible for accurate dissemination of financial information to the College's Executive Cabinet and Board of Trustees and provides required financial reports to granters and other outside agencies.


    The Assistant Vice President of Business Affairs also has primary responsibility for managing relationships with outside financial institutions, manages vendors and outside contracts as assigned by the Vice President for Administration & Finance, will represent the institution on an as-needed basis in the absence of the Vice President for Administration & Finance, provides information to external auditors on an annual basis, and provides recommendations to the executive
    team in response to any findings in that may be in the final audit report.


    ESSENTIAL JOB FUNCTIONS

    • Manages and oversees the efficient execution of all college business transactions.
    • Manages bank accounts to ensure available cash flow for operations and payroll.
    • Prepares monthly financial reports including reconciling monthly bank statements for each business account.
    • Oversees the Business Office Administrative Assistant, Accounts Receivable Specialist, Campus Bookstore staff,
    and serves as the primary liaison for ICC's food service and campus housing vendors.


    • Ensures timely submission of all required reports to the Executive Cabinet, Board of Trustees, and external entities.
    • Plans for all receipts and expenditures of ICC funds and reports variances with budgeted amounts on a monthly
    basis.


    • Assists in the development, monitoring, and reporting of the college's annual budget.
    • Manages annual audit with independent auditors, coordinating with interdepartmental subject matter contacts.
    • Provides reporting to help guide decisions regarding economic strategies, department objectives and department
    policies.


    • Coaches, develops, and assists business office team members.
    • Performs job duties under limited supervision.
    • Other related duties as assigned by the Vice President of Administration & Finance.

    MARGINAL JOB FUNCTIONSEstablishes and maintains relations with banks and other financial institutions and intermediaries.

    Formulates, with the Financial Aid Director, updates policies and procedures governing financial aid and coordinates the securing, disbursement, and accounting of all students' financial aid funds.


    REQUIRED AND PREFERRED EDUCATION AND EXPERIENCE


    Post-Secondary:
    Bachelor's Degree from an accredited institution in Business Administration, Accounting, or related field required. Master's Degree from an accredited institution in Business Administration, Accounting, or relevant field, preferred.


    Job Related Experience:
    Three (3) to five (5) years of related financial management experience, preferably in the post-secondary sector.


    REQUIRED KNOWLEDGE, SKILLS, AND PERSONAL QUALIFICATIONS

    The incumbent must possess these knowledge, skills and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities.


    • Must be able to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter.
    • Must demonstrate the ability to understand and be committed to the College's mission.
    • Requires detailed knowledge of standard financial procedures and fund accounting; automated accounting and reporting systems.
    • Requires expert knowledge of state and federal regulations, procedures, and guidelines.
    • Requires knowledge of administration and reporting requirements of federal, state, and other grants and programs
    • Requires knowledge of state and federal regulations on personnel, payroll, and related employer costs.
    • Must be able to effectively coordinate and communicate with city, county, state agencies, and other higher education institutions on fiscal matters for the institution.
    • Must possess strong time management skills.
    • Must possess the ability to lead and respond to changes common in the financial management environment.
    • Must possess the ability to work cooperatively with internal & external customers and contribute to a diverse workplace through ideas or experience.

    • Work is performed primarily in an office environment but may also include remote work from home.

    • While performing the duties of this job, the employee is occasionally required to stand, walk, use hand to finger, feel or operate computers, tools, or controls, and reach with hands and arms.
    • The employee is occasionally required to sit, stoop, crawl, climb, kneel, talk and hear.
    • Specific vision abilities required by this job include close vision and the ability to adjust focus.
    • The employee must occasionally lift and/or move up to 25 pounds.
