Overview:
Catalyst Solutions is looking to fill positions in support of defense technology programs during the upcoming months.
We are looking for mid-level program analysts with experience in policy research, detailed planning, critical thinking, technical writing, collaborative problem-solving, and professional consulting coupled with an interest in working on relevant defense programs.
This position requires a person who is driven to excel in a fast-paced, dynamic, project-oriented environment collaborating with a team of multi-disciplinary professionals.
Security Clearance Requirement :
Must possess and maintain a secret security clearance. TS will be sponsored within first 6 months of employment.
Education Requirements :
A bachelor's degree or an additional 4 years of relevant work experience.
Experience Requirements :
A minimum of 8 years of relevant experience is required.
Specific Performance Requirements :
Draft and review Ground Command, Control, Communications, Computers (C4) documents as required by statute, regulation, or policy and revise as needed for client acceptance/approval.
Assisting in maintaining a C4 capability requirement repository that includes the capability sponsor and a concept of operations (CONOPS) for its employment.
Assessing how well the capability meets the requirement, document any gaps that may exist, and ensure that the capability aligns with DoD policies and meets the intent of the development objective or capability.
Support Capabilities Officers in reviewing functional/operational requirements regarding platform integration across Ground, Air, Logistics, Cyberspace, and Electronic Warfare to analyze the feasibility of implementing solution and develop system requirements and assisting in integrating materiel and non-materiel solutions into existing capabilities.
Coordinate and facilitate exchange meetings or forums to determine the needs of customers.
Monitor submitted requirements and communicate status to the Fleet Marine Force (FMF) and other stakeholders.
Translating user requirements and technology trends into recommendations that provide senior leadership with a flexible, cost-effective, and technical framework that will adapt to the constantly changing C4 environment.
Assisting in the preparation of Unfunded Requirements List, Integrated Priorities List, and Program of Objective Memorandum (POM) inputs related to capability requirements.
Analyzing joint needs statements and recommend capability requirements and Doctrine, Organizational, Training, Materiel, Personnel, Leadership, Facilities, and Policy (DOTMPLF-P) solutions to fulfill capability gaps and optimize capability investments across the DODIN.
General Performance Requirements :
Understand and apply a working knowledge of The Defense Acquisition System, in accordance with DoD Directive , dated September 9, 2020, to include acquisition phases, milestones, decision authorities, entrance/exit criteria, statutory and regulatory requirements, and the capability requirements process.
Conduct research, interpret, advise, and assist with the application of regulations and procedures found in DoD and Marine Corps Systems Command acquisition policies.
Understand and apply industry best practices for project and program management, in accordance with the Project Management Body of Knowledge (PMBOK) and Project Management Institute (PMI) to include scope management, schedule management, cost management, quality management, risk management, communication management, and stakeholder management.
Understand and apply a working knowledge of funding types, budget resources, cost estimating, and spend planning to assist the program in achieving scope and schedule objectives within budget/cost constraints.
Participate in program planning and the development of planning artifacts.
Facilitate collaboration with Integrated Product Teams (IPT) members to translate project goals and objectives into planning products such as an Integrated Master Plan (IMP), Integrated Master Schedule (IMS), project schedule, and plan of action and milestones (POA&M).
Assist clients with decision-making by performing research and analysis to develop, document, and evaluate multiple courses of action. Prepare objective recommendations for client consideration.
Prepare briefing content and visual artifacts in support of communication and coordination objectives. Formulate ideas and concepts into clear visual graphics, PowerPoint slides, and diagrams for presentations.
Provide analytical support and assist in tailoring documentation requirements for different phases of the acquisition process IAW regulatory, statutory, and organizational policies.
Provide meeting support, including coordinating meetings, sending meeting invites, preparing meeting minutes, and tracking action items from the meeting.
Prepare responses to program taskers and send draft responses to the Government client for approval.
Demonstrated experience in developing plans that receive input from multiple units and devising a final plan.
Demonstrated experience in COA development and analysis.
