    JOB TITLE: Assistant Director of Safety

    FLSA: Exempt

    REPORTS TO: Director of Safety

    SUMMARY: Safety Assistance Director oversees and manages all functions in strict accordance with established policies and procedures. Assumes responsibility for safety supervisor services within the Safety Department to ensure the effectiveness, efficiency, and accuracy of general operations, with a primary focus on compliance documentation. Acts as a key contributor to the success of VTC's safety initiatives, actively supporting, facilitating, administrating, coordinating, and evaluating employee safety measures. A pivotal role in accident prevention and data analysis within the safety domain.

    ESSENTIAL DUTIES AND RESPONSIBILITIES: "Essential functions" are primarily job duties that incumbents must be able to perform unassisted or with some reasonable accommodation made by the employer.

    Develop and lead comprehensive safety and compliance programs as the Safety Assistance Director. Fluently support Electronic Logs (ELD) by conducting daily audits, reporting HOS reports and violations, and processing reports for daily, weekly, or monthly summaries. Implement preventative measures to reduce driver violations across all CSA BASICs and maintain compliance with CFR 49 DOT requirements for Control Substance & Alcohol policies. Track roadside inspections, violations, and citations with CSA points imposed, staying abreast of all FMCSA/DOT rules and regulations, and communicating updates to the company and drivers.

    In addition, collaborate with the Safety & Compliance Director to reduce violations and prevent out-of-service situations. Stay current on all safety and DOT regulations, providing clear direction and support to the Safety & Compliance team. Maintain up-to-date Driver Qualification folders, monitor annual MVR, and ensure all DOT-regulated files are current and properly stored. Implement a tracking system for drivers covering DOT, damage, and incident/accident records. Promote changes in safety and DOT regulations, provide statistics reporting to identify trends, and monitor driver behavior, making recommendations for improvement.

    Furthermore, utilize data and statistics to analyze safety programs' efficiency and effectiveness, creating improvement plans for at-risk terminals. Conduct serious accident investigations, keeping records of all classes, drug screenings, road testing, and training. Establish and maintain a method for tracking and analyzing injury, accident, and counseling data to drive continuous improvement while managing the safety compliance team.

    KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

    An Assistant Safety Director should possess a range of knowledge, skills, and abilities to effectively contribute to the safety and compliance functions within an organization. Some expected qualifications include:

    1. Regulatory Compliance Knowledge:
      • Understanding of and staying current with FMCSA/DOT regulations and guidelines.
      • Knowledge of safety standards, procedures, and best practices in the transportation industry.
    2. Safety Program Management:
      • Ability to lead and manage comprehensive safety programs and initiatives.
      • Experience in developing, implementing, and evaluating safety policies and procedures.
    3. Communication Skills:
      • Strong written and verbal communication skills to effectively convey safety regulations, policies, and procedures to employees.
      • Ability to articulate safety concerns, provide clear directions, and facilitate training sessions.
    4. Training and Education:
      • Experience in planning, scheduling, and conducting safety training programs.
      • Ability to ensure that training is executed in compliance with FMCSA and DOT guidelines.
    5. Analytical Skills:
      • Proficiency in data analysis to identify trends, causes, and areas for improvement in safety programs.
      • Ability to utilize statistics and different forms of analysis to assess the effectiveness of safety initiatives.
    6. Leadership and Supervision:
      • Supervisory skills to manage and lead safety department staff effectively.
      • Ability to encourage growth, support training, and engage in the development of team members.
    7. Audit and Inspection Abilities:
      • Experience in conducting audits, inspections, and random visits to ensure compliance.
      • Skill in analyzing roadside inspections, violations, and citations to address potential issues.
    8. Emergency Response:
      • Availability for on-call emergency shifts and understanding associated responsibilities.
      • Ability to respond effectively to emergencies and make informed decisions in critical situations.
    9. Program Development and Improvement:
      • Ability to identify areas for improvement in safety programs and provide constructive suggestions.
      • Skill in creating improvement plans and implementing preventive measures to reduce violations.
    10. Record-Keeping:
      • Attention to detail in maintaining accurate and up-to-date records of safety-related activities, classes, and training.
    11. Collaboration and Consulting:
      • Ability to work collaboratively with various teams and serve as a strategic consulting partner to management.
      • Experience leading discussions and initiatives to enhance safety and DOT compliance.

    Having a combination of these knowledge, skills, and abilities will enable an Assistant Safety Director to contribute effectively to maintaining a safe and compliant work environment.

    While performing the duties of this job, the employee is required to sit for most of his/her job duties. There is the need to frequently walk including climbing stairs. There will be a moderate amount of standing, stooping, kneeling, bending, lifting, and reaching for some of his/her job duties.

    Visual requirements include reading off a computer screen as well as printed materials. A high degree of dexterity is required due to frequent use of a telephone console.

    Verbal and auditory requirements include the ability to communicate clearly over the telephone as well as in person.

    There is a moderate level of grasping, lifting, pushing and/or pulling of objects of less than 25 lbs.
