    Description

    POSITION PURPOSE:


    As a member of the primary health care team, this position is accountable for overseeing and managing the operations of the health center and directly supervises the medical support staff.

    Ensures quality health care is provided to patients with special awareness of vulnerable populations treated in the health centers that may face barriers to care due to residence, health, age, personal characteristics, ability to communicate, chronic illnesses and comorbidities, high ER utilization, developmental status or financial status.

    The position is also accountable for a variety of administrative activities assigned by senior management.
    Medical Services
    Provides overall management and operation of the services being rendered at the health center.
    Oversees the development and implementation of the appointment and scheduling system to ensure an overall efficient patient flow system.
    Monitors schedules to meet productivity goals.

    Oversees the development of policies and procedures to ensure the smooth operation of the health center and participates in the development of medical protocol to ensure that quality health care is provided to all patients.

    Orders medical equipment that falls into the category of capital expense.
    Works with medical providers to create and assign patient care teams.
    Maintains a working knowledge of population management software (i2i).
    Maintains an awareness of standing orders for care team members to ensure follow through appropriately.
    Staff Supervision
    Supervises the medical assistants, medical clerks, referral/medical clerks, telephone operator, team leaders and medication clerks.

    Ensures daily team huddles are occurring and patient care team members are following through on steps identified during the team huddles.

    Actively participates in planning, assigning, directing work, rewarding and disciplining reporting staff as needed.
    Addresses complaints and resolves problems under the guidance of the Director of Operations as necessary.
    Actively participates in the hiring/firing process of reporting staff.
    Completes, in a timely fashion, all required performance appraisals.
    Oversees employees' attendance and approves requests for paid time off.
    Mentors and coaches staff as needed.
    Communicates all pertinent organizational information to reporting staff.
    Administration

    Makes recommendations for revisions or changes in the health center policies, protocols, and procedures to the Vice President and Chief Operating Officer and Vice President and Chief Medical Officer.

    Coordinates provider scheduling and coverage as needed.
    Administers the health center budget.
    Conducts site visits with HMOs, when requested.
    Handles legal correspondence that references provider issues as referred by the medical and support staff.

    Maintains awareness of current state and federal policies and legislation which directly impacts the medical care provided by community health centers.

    Oversees the development of the daily staff work schedule.

    Participates in and assists with arranging training for staff, including but not limited to, team huddles, communication, care management, motivational interviewing, health literacy and pre-visit planning.

    Attends all staff and other special meetings as requested.

    Collaborates with providers and the Department of Clinical Education to ensure staff delivers the highest qualified skill level of clinical care to patients.

    Patient Management

    Handles patient concerns or complaints to completion to ensure smooth operation of the health center and to satisfy the needs of the patients.

    Patient/Community Relations
    Leads efforts to promote community ownership and good will towards the health center and DVCH as a whole.

    Maintains awareness of current community issues and attempts to involve the health center in activities that attract the community to the center.

    Conducts patient surveys, community group meetings, and other user comment reviews to ensure health center user needs are being addressed.

    Finance

    Administers the health center budget in such a way as to complete each budget period within the budgeted levels of expenditure.

    Provides analysis of monthly activity reports in order to identify trends and recommend adjustments as needed.
    Monitors the costs and benefits of extended hours of operation and makes recommendations as needed.
    Oversees the daily money collections and ensures staff adhere to the DVCH Cash Collection Policy and Procedure.
    Monitors the open encounter list and actively participates in reducing the number of open encounters in a timely manner.

    Analyzes monthly utilization reports provided by the HMOs to obtain an understanding of the financial impact of participating with each HMO.

    Supplemental Duties
    Completes other duties as assigned by the Director, Operations.

    Requirements
    QUALIFICATIONS, EDUCATION,


    AND KNOWLEDGE:
    Bachelor's degree in health care administration or related field is preferred. A minimum of five years of comprehensive supervisory experience, preferably in a health care setting, is required. Excellent interpersonal and oral and written communications skills are required. Excellent supervisory/managerial skills are required.

    Knowledge of insurance coverage provided by plans in which the organization participates and the limitations of these coverages are required.


    PHYSICAL DEMANDS:


    Work is primarily sedentary in nature; however a large portion of time is spent overseeing staff and patient care throughout the health center.

    Local travel between health centers is required.


    WORK ENVIRONMENT:
    Work is primarily performed in an office and a busy multicultural ambulatory care setting. There is occasional exposure to infectious disease, blood borne pathogens and other conditions common in a clinical environment.
