    Job Responsibilities/Duties

    Washington River Protection Solutions (WRPS) seeks a Project Controls Engineer, support to the Functional Project Controls organization. This position prepares, maintains, reviews and revises baseline schedules and budgets for programmatic/project activities and/or line-item construction project activities. Work will be performed per applicable DOE and WRPS orders, standards, procedures and guidelines using established DOE and industry methodologies and techniques. Reviews work for completeness as required by project specifications and scope definition. Applies standard cost and/or scheduling data to departmental programs or systems. Responsible for utilizing the tools and systems necessary to effectively and proactively manage and control concurrent projects throughout the organization from proposal through execution and completion. Tasks may include the preparation, monitoring and control of baseline detailed and integrated master summary schedules and milestones; preparation, monitoring and control of baseline time-phased budgets; cost control and earned value performance measurement including the Budgeted Cost for Work Scheduled (BCWS), Budgeted Cost for Work Performed (BCWP), Actual Cost of Work Performed (ACWP), and Schedule Variance (SV)/Cost Variance (CV); and associated reporting and information distribution internally and externally to key stakeholders.

    Project Controls Engineer's responsibilities include but are not limited to the following:

    Under direct supervision, responsible for preparing estimating, scheduling or cost engineering data to provide accurate information to be used for project planning and analysis of project status;

    Perform routine assigned tasks related to the preparation and application of cost monitoring activities (direct labor, material, subcontract and indirect costs);

    Assist in the reviews required for cost control data and collects information for specific functions and disciplines. Coordinates the timeliness and accuracy of the ETC/forecast relative to the scope in the development of resource loaded schedules and Activity Based Cost Estimates. The ETC development may be based on quantities, vendor estimates, vendor durations, prior historical information, subject matter expert input or industry standards such as Means;

    Assist in the periodic (typically monthly) status/input into the integrated cost and scheduling software. Assists in Performance Measurement Baseline development and maintenance;

    Assist in the preparation of Baseline Change Requests and cost/schedule trend reports;

    Provide scheduling support to facility, department or project activities as directed;

    Review purchase requisitions and invoices for application of appropriate cost codes, budget ceilings and quantities;

    Comply with WRPS policies and procedures;

    Ensure ISMS principles are incorporated into organization's activities;

    Ability to manage a change in priorities; and

    Perform other duties as assigned.

    Required Qualifications

    Grade 14:

    Bachelor's degree (BA/BS) in Project Management, Construction Management, Engineering, Business or successful completion of degree by May 31, 2024 or equivalent combination of education and/or experience.

    Grade 15:

    Bachelor's degree (BA/BS) in Project Management, Construction Management, Engineering, Business or related discipline; and

    One (1) year of related experience or equivalent combination of education and/or experience.

    Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.

    Grade 16:

    Bachelor's degree (BA/BS) in Project Management, Construction Management, Engineering, Business or related discipline; and

    Two (2) years of related experience or equivalent combination of education and/or experience.

    Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased.

    Desired Qualifications

    Knowledge with earned value systems utilized at WRPS, including but not limited to cost analysis, EAC development, schedule development and maintenance, earned value reporting systems, subcontract management, estimating, and Primavera P6 knowledge.

    Good interpersonal and communication skills needed.

    Limited use and/or application of basic principles, theories, and concepts.

    Limited knowledge of Project Controls practices and standards.

    Hiring Range Minimum: $71,200

    Hiring Range Maximum: $89,800

    Grade 15:

    Hiring Range Minimum: $78,338

    Hiring Range Maximum: $98,813

    Grade 16:

    Hiring Range Minimum: $86,138

    Hiring Range Maximum: $108,513

    In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, WRPS takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.
