Description The mission of the Kentucky Energy & Environment Cabinet (EEC) is to improve the quality of life for allKentuckians by protecting our land, air, and water resources by utilizing our natural resources in anenvironmentally conscientious manner.     By joining the Division of Abandoned Mine Lands, Program Management Branch, Resource Management Section as anAdministrative Section Supervisor in Franklin County, you will have the opportunity to be a part of a teamthat oversees the reclamation of historic coal mining hazards by ensuring procurement, payable policies, andbudgetary projects meet standards.

    Holders of the Administrative Section Supervisor position will complete tasks such as:
  • Plans, organizes, supervises and reviews the work of employees regarding Abandoned Mine Lands (AML) reclamation contracts, waterline contracts, and Economic Development Projects.
  • Supervises payments in EMARS against said Contracts.
  • Monitor AML contracts to ensure they comply with the Model Procurement Code.
  • Assist in timely AML grant applications, closings, and reporting.
  • Responsible for the preparation and review to realign funds between grants and also to amend AML grants.
  • Manages the division's Pro-Card Program, Vehicle Tracking System (VTS), and tracking of over $500 inventory items.
  • Prepares correspondence and EMARS reports as needed by the Administrative Branch Manager and Division Director.
  • Training Coordinator for AML.
  • Create and route TA-37 Documents for approval, track the status of approvals and employees training/travel.
  • Review Travel payment request prior to submittal.
  • Desired candidates possess the following requisite skills or experience applicable to the position:
  • Knowledge of procurement policy, regulation, and statutes.
  • Knowledge of eMARS and VTS.
  • Ability to review and interpret contract and grant documents.

    EXPERIENCE, TRAINING, OR SKILLS: Four years of professional administrative experience.
    Substitute EDUCATION for EXPERIENCE: A master's degree in public or business administration or a related field will substitute for one year of the required experience.
    Substitute EXPERIENCE for EDUCATION: Additional administrative or research experience will substitute for the required education on a year-for- year basis.
