    Summary



    THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

    This National Guard position is for a ATTORNEY-ADVISER (GENERAL) (TITLE 5), Position Description Number T5161000 and is part of the IL CAO, National Guard.



    Duties


    As a ATTORNEY-ADVISER (GENERAL) (TITLE 5), GS , you will provide full-time professional legal support to the Adjutant General, staff elements, and subordinate units of the Army and Air National Guard of the State, as well as to the USPFO for the State.

    • Effectively manage and accomplish day-to-day legal workload necessary to provide legal services and support to supervisors and upper level managers.
    • Provide professional legal advice and opinions, both written and oral, on issues arising from federal laws and regulations and/or concerning the organization's mission.
    • Serve as litigation point of contact for an organization.
    • Prepare litigation reports, briefs, pleading, and other papers associated with litigation.
    • Appear as counsel for officials or employees in civil litigation, when designated.
    • Act as representative in third-party proceedings under the Federal Labor-Management Relations Statute.
    • Review organization's collective bargaining agreements for legal sufficiency.
    • Participate in collective bargaining as a member of a management negotiating team.
    • Prepare claims reports for the processing of claims by the appropriated claims office.
    • Participate as Judge Advocate in courts-martial and as legal advisor in counsel in administrative board proceedings.
    • Review contract, procurement actions, and real property matters involving federal funds for legal sufficiency.
    • Participate in negotiations involving contracts, acquisitions, and real property matters.
    • Assist in drafting contracts, agreements, and real property documents.
    • Prepare and present legal training for judge advocates and for other personnel as required.
    • Act as legal assistance officer for full-time active duty members.
    • Provide general legal counsel and assistance in preparation of simple documents and correspondence on a broad range of personal civil matters.
    • Draft wills, powers of attorney, and similar personal documents.
    • Advise on legal and practical meaning and effects of divorce, legal separations, annulment, and custody.
    • Provide legal advice and counseling on wills and estates.
    • Advise on estate planning to include minor tax considerations and non-trusts under applicable state statutes, or refers to private attorneys as necessary.
    • Provide advice and counsel on effect and procedures, to include garnishment rules, repossession procedures, default judgments, and adverse personnel actions.
    • Provide advice and counsel on tenant's rights, eviction procedures, legal effect and meaning of leases, offers to purchase, and sales contracts.
    • Provide advice and counsel on customer's rights in dealing with merchants and lenders and credit reporting agencies.
    • Prepare correspondence and detailed and complex legal instruments.
    • Prepare complex power of attorney and other instruments, advise on immigration/naturalization procedures, insurance matters, general contracts, and personal property laws.
