POSITION SUMMARY
Develops, implements, administers, and maintains fiscally responsible benefits programs, and policies, and procedures. Ensures programs meet employee needs equitably while complying with federal, state, and local legislation and collective bargaining agreements.
Responsible for day-to-day management of the City of Pittsburgh's benefit programs and the work of the City Benefits team with a strong focus on positive employee experiences.
Develops, manages, monitors, evaluates, and improves processes related to all City benefits and relationships with vendors.Works collaboratively with various departments throughout the City of Pittsburgh on numerous projects of a highly impactful nature to include the CityFit Wellness program, Open Enrollment, HCM process improvements, and others involving the employee life-cycle of benefits.

Qualifying Requirements :
Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position.
WORK EXPERIENCE :
The application must clearly show three

years of full-time professional experience in human resources; two
(2)
years of this experience must be directly related to managerial level responsibilities in benefits/compensation. Expert experience using Microsoft Office applications or related software is required. Experience with HCM systems (Ceridian/Dayforce) is preferred.
(Less than full-time experience will be calculated on a pro-rated basis.)
EDUCATION/
TRAINING:
The application must clearly show a Bachelor's Degree from a fully accredited institution in Human Resources, Finance, Public Administration, Business Administration, or a related field.
SHRM- SCP certification, SPHR certification and/or CEBS certification is preferred.
EQUIVALENCY:
Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position
(based on the sum of work experience and education/training listed above).
The Total Qualifying Requirement is seven
(7)
years.

POSITION DUTIES
Manages all City of Pittsburgh benefit programs in compliance with Federal, State and Local legislation, including but not limited to FMLA, COBRA, HIPAA, etc., and according to plan design, and collective bargaining agreements.
Ensures proper training of team members to include professional and personal development with a focus on departmental goals. This may include recommending and implementing approved disciplinary and/or corrective action.
Certifies all enrollment files, reports, budgets, accounts payable, and payroll data feeds are accurate and regularly recurring without error.
Assesses workflow processes that engage the employee life-cycle from point of hire to termination, including all Benefits and Wellness initiatives and HCM workflow processes.
Develops, prepares and determines appropriate dissemination of educational benefit material for a diverse employee population. Works with communications vendor, and other City departments to achieve program goals and objectives.Confirms the management of the CityFit Wellness program is cost-effective and supportive of benefit outcomes and employee interests by working collaboratively with various teams of employees, departments, and benefit vendors.
Maintains fluid knowledge of employee benefits best practices through research and complex analysis. Prepares recommendations on pending legislation, policies/procedures, or benefit plan design.Manages the annual open enrollment processes efficiently and with employee-centric communications to ensure proper engagement and ease of process.
Ensures that benefit vendors fulfill their contracts in a fiscally responsible manner with cost effective execution and with a strong customer centric focus.
Performs activities and functions of related personnel as assigned or required.Performs such other related tasks and duties that are assigned or required.
