    Summary: Project level engineering to include, but not limited to, roadway/highway and/or site design, grading, storm water, and parking lot design. The Technical Lead will be willing to work in a fast-paced environment across multiple disciplines and project types and seek flexible and creative project approaches with an openness to learn and develop. The Technical Lead must also possess good writing and communication skills, knowledge of Federal, state, and local agency standards and specifications, and experience in road and/or site design in Oregon and Washington, as well as be able to perform the following duties.

    Duties and Responsibilities include the following. Other duties may be assigned.

    Project Engineer General Duties:

    • Possess ability to prepare and supervise staff in the preparation of project related design documents, including an entire plan, specification, and estimate package for bidding and construction.
    • Provide engineers certification (i.e. stamp and signature) of bidding and construction documentation and professional reports and calculations prepared under his/her supervision.
    • Communicate effectively with others.
    • Coordinate effectively with agencies.
    • Compute calculations and assists those making revisions.
    • Uses CAD and other software.
    • Able to market and attract new clients and/or project contracts.
    • Learn how to budget time and also to track projects scope, schedule and budget.
    • Continue education through seminars, classes and additional readings.

    Technical Lead Duties:

    • Lead the design and project coordination on large unique projects for local agencies throughout Oregon.
    • Perform civil engineering design tasks associated with state and local municipal public works projects and land development projects.
    • Manage internal communication with team members.
    • Support and advise designers and technical staff to develop construction documents, prepare technical reports, and coordinate with subconsultants.
    • Participate and represent Emerio in professional organizations and functions.

    Education/Experience: Bachelors degree from a four-year college or university and eight years of relevant experience; or equivalent combination of education and experience.
    *Specific to this role:
    • Experience desired in working with consulting firms delivering state and local agency PS&E and/or land development projects from pre-application to final engineering, as well as familiarity with the AASHTO, MUTCD, ODOT/WSDOT Design Manuals and local agency design standards.

    Language Ability: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

    Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

    Computer Skills: To perform this job successfully, an individual should have knowledge of Microsoft Office; spreadsheet software; design software (i.e. AutoCad Civil3D and/or MicroStation and InRoads); internet software; and project management software.

    Certificates and Licenses: Valid Drivers License required; must possess a professional engineering license certified by either the State of Washington or the State of Oregon, with ability to obtain licensure in both states within six months of hire. Must be in good standing with the Oregon State Board of Examiners for Engineering and Land Surveying (OSBEELS) and/or the Bureau of Registration for Professional Engineers and Land Surveyors (BRPELS).
