    Description

    Candidate Profile



    • Bachelors Degree - Engineering / Science
    • 5 or more years multi-media environmental knowledge and experience with increasing levels of responsibility and supervisory training, and 10 or more years in a technical role supervising technical staff.
    • Knowledge of refining environmental regulations and processes highly desirable.
    • Knowledge of management systems or development of management systems desirable.
    • Strong leadership and supervisory skill, written and verbal communication skills, documentation and organization skills
    • Participate in on-site and off-site meetings with local, state and federal regulatory representatives and other stakeholders as necessary to work environmental issues
    • Participate in rotational 24-hours/day-department on-call Environmental contact and Incident Management Team.
    • Able to work outside normal work hours as necessary to investigate, document, report and follow-up on environmental discoveries/incidents.
    • Able to enter and reach all outside areas within the refinery in all weather conditions donning appropriate PPE.

    Activities



    • Define and structure the department to ensure refinery and Ethane Cracker conformance with applicable local, state and federal environmental air quality, solid waste management, spill prevention/response, and water quality regulations, permits and refinery business objectives are being met for existing and planned activities and auditing functions.
    • Establish/maintain direct report assigned areas of stewardship, monitoring, tracking, benchmarking, and reporting of performance, deviations and corrective action feedback/follow-up as necessary to organization.
    • Establish and maintain direct report budget stewardship roles to achieve direct report involvement/accountability for budgeting, cost control within authorized budget limitations.
    • Establish and maintain environmental management systems to support monitoring, documenting, tracking, benchmarking, performance reporting, and deviation reporting and corrective action feedback/follow up.
    • Facilitate discussions/interactions with regulatory agencies and refinery organization and recommend appropriate action/resolution.
    • Identify, define and report to the refinery and EC organization the actions necessary to establish and maintain conformance with local, state and federal environmental permit and/or regulatory requirements.
    Establish processes to maintain all environmental management systems and audit functions for the refinery and Ethane Cracker.


    Context & Environment


    This position interfaces and works with a broad spectrum of individuals ranging from the union represented work force to senior corporate management, contracted technical and service representative s, Baystar JV HSE personnel, and local, state and federal government representative s and other stakeholders.

    Is responsible to define and obtain/secure support for actions required to position the refinery and Ethane Cracker compliance with applicable permit and regulatory requirements.

    Information requests, reporting of actions and follow-up to actions necessary to establish/main tain conformance with permit and regulatory requirements are typically communicated and worked with first line operations, maintenance and technical supervision and operations and maintenance superintendent s.

    Work with all departments and levels of management to ensure environmental compliance.

    The incumbent also has responsibility to define and maintain the environmental portion of the management system structure for the platform including auditing functions and action plans.
