The ProteQ team possesses extensive experience in managing complex programs and cross functional teams that develop, integrate, test and transition technology for defense applications focused on the maritime domain. With deep expertise in manned and unmanned undersea systems and operations, the ProteQ team provides its clients with functional expertise ranging across technician, engineering, operations, and executive leadership.

    ProteQ is seeking a Financial Analyst III as a support contractor onsite at the Office of Naval Research in Arlington, VA. Telework may be authorized at the client's discretion. The Program Analyst will support one or more Science & Technology (S&T) Program Officers and the Business Financial Manager and be assigned to directly support the efforts on capturing findings and recommendations, and assisting with the overall implementation of a comprehensive financial management agenda.

    Responsibilities

    • Prepare, coordinate, and document financial analysis projects, such as financial and expense performance.
    • Provide analysis for forward-looking financial and business-related projects.
    • May be responsible for preparing forecasts and analysis of trends in manufacturing, sales, finance, general business conditions, and other related areas.
    • Identify trends and developments and present findings to Program Officers.
    • Create and analyze monthly, quarterly, and annual reports and ensure financial information has been recorded accurately.
    • May conduct special financial and business-related studies and cooperate with other departments or organizations in the preparation of analyses.
    • Answer customized data calls.
    • Provide standardized systems training.
    • Knowledge of Enterprise Resource Planning (ERP) system.
    • Basic to advanced understanding of Government financial transactions.
    • Basic understanding of PPBE cycle.
    • Other duties as assigned by BFM, PA Lead, and/or Director of Government On-site Support.
    Candidate Qualifications
    • Bachelor's degree with one (1) year of experience or a high school diploma with at least at least three (3) years of experience providing business, and financial support to organizations with S&T and/or R&D missions.
    • Active SECRET clearance or ability to obtain a SECRET clearance.
    • Three (3) years of experience extracting and efficiently organizing cost analysis information for technical programs.
    • Excellent analytical, mathematical and problems-solving abilities to facilitate tracking availability and use of funds and reviewing financial documents and plans for impact on program objectives and requirements. Additionally, identify deficiencies, excesses, trends and imbalances that directly impact program execution benchmarks or milestones.
    • Superb communication and presentation skills with experience planning and executing meetings, workshops, and program reviews with participants from multiple businesses, universities, and/or government organizations.
    • Proficiency with SAP-ERP software and Microsoft Office/365 suite of tools (Outlook, Excel, PowerPoint, Teams, Power BI, etc.)
    Additional Desired Skills
    • Proficiency with Navy-ERP and advanced Microsoft Excel skills.
    • Completion of core training requirements required for DAWIAEngineering & Technical Management (ETM) Foundational (formerly Science & Technology Management (STM) Level 1) Science and/or Business - Financial Management (BFM) Practitioner (formerly BFM Level 1); or comparable professional certification(s).
