    Description
    The Garrett Group (TGG) is seeking an Operations Research/Systems Analysis Subject Matter Expert (SME) to play a critical role in helping USSTRATCOM in processes to make informed decisions, streamline existing processes, reduce costs, and improve overall performance by applying advanced analytical techniques to complex mission challenges

    Duties and Responsibilities:
    The ORSA Analyst will be expected to identify and collect relevant and timely data, deviations, and waivers from operational HQ elements including the following:


    • Maintain and utilize various database, analytical, and visualization tools to support assessment execution.
    • Conduct follow-up data collection through the development/distribution of surveys and questionnaires in order to determine rationale for identified issues.
    • Produce reports and briefings to align findings with other ongoing assessment/ analysis efforts and/or disseminate assessment results.
    • Participate in and assist with development and management of assessment Communities of Interest (COIs).
    • Provide critical review of documents and develop other assessments, as required to respond to internal and external tasking.
    • Support Command Assessment staff during Command Exercises.
    • Provide analysis, perspective, and assessments in support of USSTRACTOM's efforts to meet Joint Staff and OSD Strategic Assessment requirements
    These assessments are generally recurring and require intense data collection efforts and in-depth analysis using both qualitative and quantitative techniques
    In support of Strategic Assessments the ORSA Analyst shall:


    • Provide USSTRATCOM leadership with critical analyses of Joint Staff and OSD products (e.g
    Chairman's Risk Assessment, Joint Military Net Assessment, and National Military Strategy)

    Perform data calls within the staff, support liaison activities between Command and Joint Staff, and prepare staff packages for coordination.


    • Provide risk analysis support for strategic assessments.
    • Develop, implement, and instantiate risk assessment models and processes in support of assessments and Command identified requirements.
    • Maintain and utilize various database, analytical, and visualization tools to support assessment execution (e.g
    SQL, Tableau, Tableau Server, R).


    • Interpret modeling and simulation results to inform risk assessment and mitigation.
    • Support modeling and simulation data management.
    • Conduct follow-up data collection through the development and distribution of surveys and questionnaires to determine rationale for identified issues

    Education and Experience Required:
    Operations Research/Systems Analysis SMEs must individually have 7 years' experience in a wide range of methods and techniques used in operations research; quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions; participation in study teams; originating new ideas, projects, and methodologies; and executing projects and/or studies within established financial and/or time constraints; developing and utilizing appropriate data collection techniques

    Additional qualifications include:

    • Critical thinking skills, both qualitatively and quantitatively
    • Ability to prepare a well-grounded, defensible argument
    • Understand the interrelationships between domain of expertise and other domains
    • Ability to communicate effectively, both written and verbal
    • Strong organizational skills and ability to multi-task
    • Familiarity with USSTRATCOM organization desired
    • At least 2 years' experience conducting mission analysis, developing objectives, effects/measures.
    • Strong technical and analytical skills
    • Ability to work independently and as part of a team of effectiveness, tasks/measures of performance, and indicators
