    Description

    GENERAL RESPONSIBILITIES:
    Provide assistance to students who have been identified as at risk or experiencing problems/usage with alcohol, tobacco and other drugs. Counsel individuals to help them to identify behaviors and negative impacts related to their drug alcohol use and/or addiction. Counseling is conducted on an individual basis and may include crisis counseling, daily or weekly counseling, or drop-in counseling. Assist in developing personalized recovery programs that establish healthy behaviors and provide coping strategies. Counselors may work with family members who are affected by the addictions.

    ESSENTIAL DUTIES:

    • Counsels students at risk regarding substance use prevention;
    • Provides substance use prevention program as required by school board policy;
    • Provides support, individual or group, for high-risk students, students in transition, and students in "recovery";
    • Collaborates with other community agencies for best program/treatment for at risk student;
    • Serves as a resource for student SADD clubs, SODA, Operation Prom, Substance Use Prevention/Drug Abuse Awareness Month, and other related activities;
    • Serves on appropriate advisory and community action teams such as the Substance Use Prevention Engagement and Reflection (SUPER);
    • Provides a program of substance use prevention education for all middle school students at designated grade levels;
    • Provides lessons using Health/PE SOLS to collaborate with teachers in 9th and 10th grades;
    • Cooperates with DARE officers;
    • Serves as a referral source and liaison with other agencies to coordinate efforts on behalf of students at risk in all assigned schools;
    • Assists in coordinating, along with appropriate principals and directors, substance use prevention education/counselor activities county-wide and serves as a teacher resource;
    • Coordinates student participation in appropriate local and statewide programs, such as YADAPP;
    • Coordinates and/or provides professional development for staff, colleagues, conferences, etc. as requested;
    • Evaluates school-based substance use prevention and education activities, community and parent presentations;
    • Assists in development of school/county brochures and other informational items in regard to the substance use prevention program;
    • Assists with expansion and implementation of substance use prevention/education activities and programs;
    • Prepares annual reports and information including calendars of monthly activities, numbers of students served by building, confidential lists of students needing follow-up services, and any other necessary information;
    • Coordinates annual grant applications and progress reports as requested.
    • Provides parent and student small groups for support and to provide as an option for restorative practice for students who have received a substance use referral;
    • Trains in the PREVENTURE model, and collaborates with middle school counselors to work with referred students in small groups;
    • Serves as a liaison between HCPS and regional efforts on substance use prevention, intervention, and recovery in the educational setting;

    KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge in human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; psychological research methods; and the assessment and treatment of behavioral and affective disorders; principles and techniques of counseling and crisis intervention and casework management. Possess a strong desire to help others and possess the ability to inspire respect, trust, and confidence. Demonstrate command of Standard English, both spoken and written. Ability to read, analyze, and interpret professional journals, memos and reports. Ability to effectively present information and respond to questions from groups of teachers, parents, students and the general public. Ability to coordinate with the business community. Ability to define problems, collect data, establish facts, and draw valid conclusions.
    EDUCATION AND EXPERIENCE:
    Required:
    • Bachelor's Degree and VA Dept. of Health Substance Abuse Counseling License OR Master's Degree and VA Dept. of Education School Counselor License.
    • Valid Virginia Driver's License
    Preferred:
    • A minimum of five years of recent successful teaching or counselor experience, at least two years with clients at the middle or high school level.

    PHYSICAL CONDITIONS:

    Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact. Frequent contact is made with individuals from other internal departments for purposes of exchanging factual information which requires judgment or interpretation. Conducts work in a sitting position; however, job requires frequent standing, walking, bending, stooping and light lifting of up to 30 lbs. unassisted. Work is typically performed in an office and classroom settings. Travel among school sites and community agencies is common.

    • Health Insurance - Hanover County Public Schools offers 3 health insurance plans through Aetna and contributes significantly toward the monthly premium. An opt-out credit is available for full-time and part-time employees who do not participate. For those who participate in the High Deductible Plan, HCPS contributes annually to a Health Savings Account and employees can choose to contribute more to that account.
    • Dental Insurance - HCPS offers two plan options through Aetna.
    • Vision Insurance - HCPS offers a vision plan through VSP.
    Time Off Benefits *
    • Paid Holidays - 10- month and 11-month personnel follow the School Calendar. 12-month full-time classified employees receive 13 holidays per year (9 designated days and 4 floating days).
    • Vacation - 12-month employees earn 1 day of leave per month for their first four years of service, 1.25 days for 5 - 9 years of service, and 1.5 days for 10 or more years of service.
    • Sick Leave - Full-time employees earn one sick leave day per month depending on length of contract) with unlimited accrual. Part-time employees will earn sick leave on a prorated basis.
    • Personal Leave - Full-time employees earn two days per year the first 3 years of service and 3 days per year with 3 or more years of service.

    Savings & Retirement
    • VRS Retirement - Employees who work more than 5.5 hours per day participate in the Virginia Retirement System (VRS). The benefit is 95% paid for by Hanover County Schools.
    • VRS Hybrid Retirement Optional Contribution Plan - HCPS offers an additional plan for Hybrid employees who can choose to contribute up to an additional 4% in voluntary contributions to the defined contribution component of the Hybrid Retirement Plan each month, which is matched to a maximum of 2.5% by HCPS.
    • Retirement Savings Plans - HCPS offers 403(b) and 457 plans through Empower. These plans allow employees to set aside pre or post tax dollars for retirement. HCPS contributes $250/year toward 403(b) account for non-VRS eligible employees. Any HCPS employee can make contributions to these plans.
    • Premium Conversion/Section 125 - HCPS allows employees to take insurance premium deductions on pre-tax basis.
    • Flexible Spending Accounts - HCPS offers a Medical FSA and a Dependent Care FSA for eligible expenses.
    Income Protection & Security
    • Life Insurance -Paid for 100% by HCPS for VRS eligible employees. The benefit is two times annual salary for natural death and 4 times annual salary for accidental death. Additional life insurance is available for purchase to cover spouse and children or to increase employee benefit.
    • Sick Leave Bank - Income protection for up to 45 days due to a catastrophic illnesses/injury . Available to part-time, and VRS Plan 1 and 2 employees who enroll.

    • Long-Term Disability - Paid for 100% by HCPS for full and part-time employees. Benefits begin at 180 days and offers up to 60% income replacement.
