- Monitor activities to ensure timely and accurate compliance of policies and procedures.
- Provide training on correct methods and procedures in conformity with rules and regulations.
- Advise staff regarding the handling of non-routine transactions.
- Monitor and inspect work in progress to ensure continuity and timely completion of work.
- Provides employee feedback and the meaningful performance evaluation and ensures training opportunities.
- Work with direct reports to establish goals and objectives for each year and monitor and advise on the progress to enhance the professional development of staff. Handle issues relating to staff conflicts, absenteeism, performance issues.
- Trains subordinates in accounting methods and procedures.
- Assign and monitor the workload of the Accounts Receivable unit.
- Answer receivable contract questions from contractors, budget, and program managers.
- Ensure unit reconciliations are completed timely to include revenue, Federal/Local, general ledger, and donation accounts.
- Manage Real Estate lease revenue including grazing, property, land use, and agriculture.
- Ensure a smooth transition from the states legacy payment processing system (AFRS) to the new ERP system (Workday) for the Accounts Receivable staff by attending meetings, providing input, and keeping the staff appraised of the developments and providing training.
- Prepare and process journal vouchers adjusting appropriate general ledgers at year end at the direction of the Fiscal Officer during the year-end closing process.
- Assist with the preparation and submission of Disclosure Forms to be submitted to OFM.
- Work Setting, including hazards:
- The position has a requirement of 60% in person with a possibility of an allowance of 40% telework as determined after the initial trail service period is passed and training is complete.
- Position is in an office setting with typical office hazards that include sitting for long periods at a time at a desk working on a computer and performing repetitive tasks.
- Schedule:
- Typically, Monday - Friday, 8 hours a day, 40 hours per week.
- May be required to occasionally work more than 40 hours per week or on weekends to meet deadlines during peak periods.
- Travel Requirements:
- Limited travel, including some travel to the regional office and to meet on payroll, taxes.
- Tools and Equipment:
- Personal computer, 10-key machine, and a telephone.
- Customer Interactions:
- May include agency Fiscal Office staff, other staff, program and business managers throughout WDFW, senior management, state and federal auditors, Office of Financial Management (OFM), Department of Enterprise Services (DES), and vendors.
- Bachelor's degree in business, public administration, accounting, economics, statistics, or relevant field, which includes at least 18 quarter or 12 semesters hours of accounting, auditing, mathematics, statistics, or budgeting.
- Four (4) years of professional experience in accounting, budget, finance, payroll, or public administration.
- Including one (1) year of experience in a lead role or supervisory position of professional staff experience to include all aspects of workforce and performance development, effectively coaching, and mentoring, and providing direction and correction when required.
- Demonstrated skill in building a collaborative environment and establishing or maintaining consistency in business processes and technical-level decision-making.
- This experience can be concurrent with the required four (4) years above.
- Current or recent experience as a Fiscal Analyst 4
- Equivalent education/experience.
- Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
- A Master's degree in a financial related field and/or certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience, but not the supervisory experience.
- Professional experience in finance or business administration including interpretation and implementation of associated federal, state, and local laws, rules, policies, and procedures.
- Washington State government accounting software including but not limited to Agency Financial Reporting System (AFRS), and Enterprise Reporting.
- Washington State Office of Financial Management (OFM) Statewide Administrative and Accounting Manual (SAAM) as it relates to procurement and payment of invoices.
- LEAN management processes and implementation.

Join the Financial Services office at WDFW and play a pivotal role in ensuring the agency's financial stability and compliance with state and federal accounting regulations.
Leading a dedicated team of four (4), you will oversee the management of fiscal transactions, provide strategic guidance on receivable contract management, and foster strong relationships with stakeholders.
As a leader in your field,
Direct and coordinate the daily activities of the accounting staff to record the revenues, expenditures, assets, and liabilities of the agency quickly and accurately.
Manage accounts receivable contracts, billings, accruals, collection of revenue and contract reporting requirements as established in contract.
