    Job Responsibilities

    Reporting to the Associate Vice President for Finance, the Director of Procurement & Insurance directs and manages the university's purchasing and insurance programs to create a best-in-class operation that complies with all applicable state laws and regulations.

    Leadership
    • Develops, publishes and disseminates agency procedures for compliance with the South Carolina Consolidated Procurement Code.
    • Directs and has primary responsibility for the procurement management function and ensures efficient and responsive performance by department personnel.
    • Manages the sourcing of all commodity groups.
    • Negotiates and finalizes procurement and risk management contracts on behalf of the university.
    Insurance
    • Manages the insurance program to ensure proper risk is assigned through insurance coverages or policies/procedures.
    • Administers solicitation insurance policies for property, liability and surety coverages and compiles/processes insurance claims.
    • Maintains effective professional and contractual relationships with service providers.
    • Manages program administration, including policies, procedures, recordkeeping and documentation.
    Procurement/Operations
    • Develops and maintains internal and external procedures, including training/documentation manuals.
    • Consults with and advises university administrators, faculty, and staff regarding procurement and risk management polices and procedures.
    • Responsible for fiscal accountability/documentation of procurement acquisitions and insurance certifications, where appropriate.
    • Directs and supervises the day-to-day activities of department staff.
    Contracts/Reporting
    • Negotiates/resolves contract disputes or controversial issues and drafts related correspondence when appropriate.
    • Represents Winthrop as liaison to MMO, IRF and CIO and interacts with other divisions of state government, including private related entities.
    • Acts as official and drafts/implements agency's MBE utilization plan for the President.
    Minimum and Additional Requirements
    • Bachelor's degree in a business-related field;
    • Five years of full-time experience in a purchasing/procurement environment; and
    • At least three years of supervisory experience.
    • Comprehensive knowledge of procurement policies, procedures and contract management, including the bidding process, vendor negotiations and purchase order processing.
    • Working knowledge of the South Carolina Procurement Code and ability to interpret state procurement regulations and policies.
    • Ability to consistently meet deadlines.
    • Ability to provide strong leadership to department staff and members of the campus community.
    • Ability to stablish effective working relationships with staff, faculty, university leadership, contractors and the state procurement office.
    • Exceptional communication and organizational skills.
    • Sufficient technical ability to perform job duties efficiently and effectively.
    Preferred Qualifications
    • Experience with the South Carolina Procurement Code and
    • Professional certification (CPPO, CPM, CPPB or other relevant state certification).
