    Contingent Position Title:
    Program Manager Commander, Naval Beach Group TWO's (CNBG-2) main mission and scope of responsibilities mandate specific skill sets to primarily support Maritime Prepositioning Force (MPF) and Naval Support Element (NSE) operations; which includes watercraft systems, management of Command, Control, Communications, Computers & Intelligence (C4I) and network infrastructure, management of weapons and provision of arms training, and provide administrative support for Reserve Component personnel
    CNBG-2 conducts warehouse operations including inventory and container management, tool and equipment accountability, and issue of personal protective equipment and organizational gear
    The Program Manager performs day-to-day management of overall contract support operations, involving multiple projects and groups of personnel at multiple locations
    Organizes, directs, and coordinates the planning and production of ALL contract support activities

    Secret Duties and Responsibilities


    • Establish and alter (as necessary) corporate management structure to effectively contract support activities
    Serves as the primary point of contact and authorized interface with client management personnel, staff members, and TPOC/COR.


    • Responsible for developing travel cost projections, controlling and reporting cost, formulating and enforcing work standards based on the expectations outlined in this PWS, assigning staff work schedules that are in alignment with the core working hours of this PWS, reviewing and resolving work discrepancies, ensuring all deliverables are in accordance with the QASP provided in this Task Order, supervising personnel, and communicating policies, purposes, and goals of the organization to subordinates.
    • Shall oversee contractor participated projects to ensure successful management of teams composed of trainers, asset managers, business and supply chain analysts, data processing and other information management professionals who have been involved in analysis, design, integration, testing, documenting, converting, extending, and implementing automated information and/or telecommunications systems.
    • Assist CNBG2 senior leadership in analyzing the need and preparing required documentation for managing work processes.
    • Ensure all contractors have and maintain required experience, training, and certifications necessary for Task Order compliance.
    • Provide periodic performance feedback to the TPOC of potential issues that may disrupt performance.
    • Provide oversight of the contractor's processes, projects, workflow and quality control (QC).
    • Ensure all items addressed in this PWS are requested to be ordered by the Supply Officer, ,received, and available.
    • Provide Monthly QC Report, to include associated travel site inventory summary reports, monitor key management processes (procurement, receiving, data quality, inventory management, assemblage management, dated-item management) for the appropriate TPCO to review.
    • Direct supervision of IT software development processes, integration, maintenance projects, and/or telecommunications systems
    Knowledge and Qualifications


    • 15 years of experience in assisting Commands in the managing of government owned facilities, security programs, training programs, maintenance programs, IT software programs, and as well as DOD supply chain inventory and assets management programs.

    Expert knowledge in:

    project management (to include PMP certification or equivalent), IT application deployment, knowledge in the management and control of funds and resources using complex reporting mechanisms in managing subcontracts of various types and complexity.


    • Currently trained (within the past five years) in the principles of

    Project Management Standards:
    Team, Stewardship, Quality, Tailoring, Stakeholders, System Thinking, Value, Leadership, Complexity
    Change, Risk, Adaptability and Resilience.


    • Expert knowledge of the Maritime Prepositioning Force (MPF) concept of operations and the Naval Beach Group Table of Allowances.
    • Expert knowledge in the management of a TOA, facilities, assemblies requirements, and aiding in the management of logistics IT structures in an APSR.
    • Expert knowledge of ROC/POE development, analysis, practices, procedures, etc.
    • Must have an accredited Bachelor's degree in Personnel Management, or other related field; plus a minimum of 15 years of related experience in leadership positions and a current PMP certification (within the past five years) or the equivalent.
    • Have the demonstrated ability and history of the development and management using Project Management Plans and Work Breakdown Structures that are in full alignment and compliance with the PMBOK
