    Supervision Received:
    The Director will report directly to the Vice President for Administration and Finance of Westfield State University (WSU).

    Supervision Exercised:
    Will supervise part time clerical or student staff.

    General Statement of Duties:

    The Director of Emergency Response and Risk Management is an institutional position that is responsible for the overall emergency management efforts at WSU and will provide limited emergency planning support to Holyoke Community College.

    The Director will lead the Emergency Response Team (ERT), emergency mitigation and preparedness, training, policy and procedure development, response and recovery in consultation and coordination with affected departments and other stakeholders including, but not limited to, Public Safety, Facilities, Health Services, Residential Life and Human Resources.

    The Director is expected to be a 24-hour on-call responder to major emergencies with evening, weekend and extended hours as needed.

    Serves as a subject matter expert for President's Cabinet as needed during emergency events.

    Collaborates and assists maintenance of emergency response systems and resources, including the RAVE, RAVE Guardian, disaster supplies, and other items, including budgetary oversight.

    Serves senior leadership role in ERT external task forces, committees, and agencies.

    Coordinates, develops, and implements all aspects of the WSU Emergency Operations Plans (EOPs), reviewing and revising the plans annually or as an emergency dictate; develops and maintains campus-wide departmental emergency plans and continuity of business operations plans.

    Maintains and implements a campus-wide Enterprise Risk Management program, in consultation with campus leadership.

    Provides regular progress reports, models and analysis, presents to Audit Committee, supports development of individual risk mitigation plans and educates campus on risk management strategies.

    Leads in the coordination, design, and implementation of regularly scheduled (semester) emergency training drills and exercises, including tabletop, functional and full-scale other emergency documents following emergency exercises and major emergencies; Prepares quarterly updates on emergency preparedness and risk management progress for distribution to campus leadership.

    Develops and facilitates emergency response training for all campus members.
    Works closely with Environmental Health and Safety staff for regulatory and reporting matters.

    Works with campus Directors and departments to develop and maintain emergency preparedness websites, informational materials, and other educational outreach for faculty, staff and students at each campus.

    Coordinates regular testing and inspections of the WSU and HCC Emergency Notification Systems.

    Coordinates with the Emergency Response Teams, the Massachusetts Emergency Management Agency (MEMA), State Police, Regional Hazardous Materials Team, and the Cities of Westfield and Holyoke as necessary to plan and respond to emergencies.

    Work with local, state and federal agencies in developing shared resources and MOUs for assistance in emergency situations.
    Conducts and chairs regular Emergency Response Team meetings on each campus.

    Acts as the primary resource for issues of emergency risk management pertaining to emergency planning, mitigation and preparedness; provides practical and technical expertise to guide and coordinate departmental efforts in an emergency; Prepares and submits annual budget proposals and manages the administration of the approved emergency management budgets.

    Conducts public presentations and speeches at schools, special events, civic organizations, etc.

    (including television, radio and/or newspaper interviews or appearances) which would benefit the public's safety and enhance the awareness and preparedness for any potential emergency / disaster threat to the communities.

    Initiates the submission of grants when appropriate and coordinates any grant activities related to emergency management.

    Attends local and State Emergency Management meetings sponsored by the Cities of Westfield and Holyoke, the Mass Emergency Management Agency (MEMA) and other federal, state and regional entities.

    Maintains communications with other higher education emergency managers.
    Bachelor's degreeSubstantial experience in emergency management or risk management (5 years preferred)Certification in ICS levels ; or working toward certification within 12 months of employmentProven success in responding to, coordinating, and leading emergency response or similar experienceWorking knowledge of local, state and federal regulations, requirements and best practices relative to emergency response preparation, planning and operations on a university campusExperience in developing programs, policies and procedures relative to emergency managementExperience in delivering effective training and education programsEffective written and oral communication skillsTravel between Holyoke Community College and Westfield State University is required
    Bachelor's related to Emergency ManagementMaster's degree in related fieldExperience in higher education environment
    Salaries for current Westfield State University employees and individuals currently working for the state of Massachusetts must be calculated individually in accordance with collective bargaining agreements as well as state policies
