    Position Overview: Provide leadership for assigned enterprise application systems across development, test, and production environments. Oversee entire business process and ensure the successful execution of regularly scheduled and ad hoc jobs required to support specific business processes. Identify and troubleshoot errors that arise so issues can be resolved or escalated to other technical staff or vendors for resolution. Manage the scheduling, user-level security, and other administrative functions for assigned systems; delegate to more junior Administrators when appropriate. Manage vendor teams to coordinate upgrade, patching, and support activities. Actively work to identify and implement opportunities for continuous improvement on all key operational processes. Manage time and requirements expectations to ensure a high degree of stakeholder and user satisfaction.

    Essential Responsibilities:

  • Provide department leadership for knowledge, monitoring, and management of application functioning and performance.
  • Develop, revise, and carry out maintenance schedules and processes for all environments; act as subject matter expert.
  • Identify, diagnose, and resolve or escalate errors that arise from scheduled processes.
  • Act as subject matter expert for end-users and provide production support to keep them informed of any operational issues that arise including business impact and plans to resolve.
  • Develop and maintain system user guide and work procedures for all primary processes as well as provide end user training on system and procedures.
  • Proactively identify opportunities for system, interface and process improvement on all assigned systems. Work with manager and business users to prioritize and implement solutions accordingly.
  • Partner with other IT staff and vendors to manage and improve interfaces between applications.
  • Oversee development, maintenance and execution of lifecycle plan to include testing plans, release roadmaps and change pack coordination for systems and applications.
  • Administer user security on assigned highly complex systems
  • Monitor and support all data exchanges either directly or via vendor. This includes verifying the transmission/receipt of all required data with entities such as CMS, Oregon Health Authority, etc.
  • Provide technical support during the annual open enrollment period for essential systems.
  • Work closely with the project management team for the timely completion for projects.
  • Maintain professional, service-oriented relationships with all stakeholders including other IT staff, internal customers, external customers, and vendors.
  • Supporting Responsibilities:

  • Meet department and company performance and attendance expectations.
  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
  • Perform other duties as assigned.
  • SUCCESS PROFILE

    Work Experience: Minimum of 5 years of application administration experience required. Experience in health insurance, Medicare or Medicaid preferred. Experience working with Trizetto/Cognizant and/or Edifecs applications is strongly preferred.

    Education, Certificates, Licenses: BS, BA, AS or AA in Computer Science or related work or equivalent work experience. Azure certification is preferred.

    Knowledge: Basic troubleshooting and problem-solving skills in a highly compliance-oriented environment. Experience in DevOps, Streaming Architecture, Scripting and Automation, and Infrastructure as Code practices and technologies preferred. Demonstrate a capability to provide technical leadership for a group of Application administrators. Ability to define and prioritize problems and manage workload without direct supervision.
