SCHEDULE: 40 weekly hours

PAY RANGE: $76,000 - $82,000 annually

Summary:

The Director of Restorative Justice provides leadership for the Ministry by fostering a faith-centered focus so that the paid staff and volunteers are able to develop and maintain a Catholic presence within the Orange County jails and juvenile detention facilities, the Santa Ana City Jail, and Orangewood Children's Home. The Director advocates, establishes, and sponsors restorative justice (RJ) programing with parishes and in communities throughout Orange County. RJ serves all those impacted by the criminal justice system including offenders, victims, the families of both, and the community.

Responsibilities: Because all Roman Catholic Bishop of Orange employees represent the Roman Catholic Church, they are expected to conduct themselves according to the goals and mission of the Church in performing their work.

The position of Director of Restorative Justice consists of some or all of the following duties:

  • Represent the Roman Catholic Bishop of Orange in matters of planning and implementation of Catholic programs in designated correctional/detention facilities and within parishes and communities throughout the Diocese of Orange.

  • Develop and maintain a ministry of cooperation and collaboration with ministry and agency staff.

  • Supervise RJ Ministry staff. Maintain staff timecards.

  • Provide a supportive environment for staff so that they are empowered and supported in their ministry providing quality pastoral care to all those the ministry serves.

  • Work with CA Catholic Conference of Bishops to address RJ initiatives impacting the criminal justice system in collaborative partnership with the other RJ diocesan directors throughout the state.

  • Participate in monthly virtual statewide RJ diocesan directors meetings.

  • Oversee the allocation of RJ Office Outreach grant funds used to partner with community reentry organizations who provide resources and direct services to those released from jail or prison and for other RJ activities as specified in the agreement with the diocesan accounting dept.

  • Collaborate with the Pastoral Center Diocesan Ministry Directors to fulfill the mission and pastoral vision of the Bishop of Orange. Attend monthly in person director's meetings, attend retreats, and other activities and gatherings.

  • Maintain close communication with correctional agency authorities and staff who manage the facilities; respectably address concerns or work out problems that impact Catholic services or safety and security within the facility.

  • Oversee all liturgical and pastoral activities and materials, to ensure services and content are in compliance with specific ministry guidelines, Catholic teaching, and the guidelines set forth by the diocese of Orange.

  • Oversee ministry staff and volunteer formation and training records to ensure all participants are in compliance with initial and ongoing RJ ministry certification requirements needed to qualify for the specific ministry/service assignment.

  • Collaborate with law enforcement and other civic criminal justice agencies to advocate and establish restorative justice practices within the facilities, agencies, and community to serve the needs of the incarcerated, the victims of crime and violence, and the families of both.

  • Return emails, phone calls and other correspondence in a timely manner.

  • Provide direct service to the incarcerated as needed.

  • Maintain a consistency of progressive program development that enhances the spiritual growth and progress of the ministry and those the ministry serves.

  • Responsible for the planning and implementation of the goals and objectives of the ministry.

  • Hire staff in conjunction with Diocesan Department of Human Resources.

  • Supervise and evaluate the performance of the paid staff.

  • Oversee the formulation and disbursement of the budget.

  • Responsible for, maintaining and updating the RJ website (i.e., posting ministry service handouts on a weekly basis and other material as needed).

  • Oversee the research and updates as needed to the volunteer training materials.

  • Send out global email announcements, newsletter etc., as needed.

  • Schedule and facilitate monthly staff meetings.

  • Attend annual statewide directors' retreat and other collaborative statewide gatherings and activities as scheduled.

  • Provide RJ ministry presentations parishes, schools, and the larger community where invited to raise awareness, to solicit or offer support, and to educate.

  • Assist with bi-monthly jail restock of Catholic materials as needed.

  • Submit an annual ministry report to Bishop's office, volunteers, donors, and others who should be made aware of ministry progress.

  • Perform other duties as assigned or needed.

Qualifications:

  • MA degree or equivalent in social services, pastoral care, counseling, or other allied fields
  • Five years of experience ministering to the needs of the marginalized population, especially with regards to those who have experienced the judicial system-offenders, ex-offenders, victims, and families of both.
  • Ability to relate well to individuals of all ages, ethnic, religious, economic, and social background.
  • Ability to work well with volunteers, religious and civic leaders, correctional facility staff, and provide leadership in a collaborative manner.
  • Excellent organizational and managerial skills.
  • Excellent public relations and speaking skills.
  • Excellent balance of Pastoral and Administrative skills.
  • Practicing Roman Catholic.
  • Valid California driver license, current auto insurance, and able to pass agency vetting process and criminal background check.

Preferred:

  • Bi-lingual; English/Spanish.

Work Conditions

  • The position primarily involves work in an office setting within the parish premises, and within the confines of a correctional facility, requiring frequent use of office equipment such as computers, social media, telephones, printers, and filing systems.
  • Some evening, weekend, and holiday work is required to accommodate department programs and events.
  • Must be available to adjust the schedule as needed to meet the needs of the Pastoral Center community and ministry activities.
  • Regular interaction with children, youth, adults who have experienced trauma, and volunteers within both a professional and faith-based environment and in a high security correctional environment.
  • Some local and away travel is required for diocesan meetings, gatherings, or other ministry related events.

Physical Requirements

  • Ability to remain seated for extended periods while performing administrative tasks.
  • Frequent walking, standing, and moving around the campus to support programs and events, and being on your feet for extended periods and ascend staircases inside correctional facilities.
  • Ability to lift and carry items up to 30 pounds, such as program materials, supplies, and event setups.
  • Manual dexterity required for operating office equipment, creating materials, and managing paperwork.
  • Visual and auditory ability to communicate effectively with staff, volunteers, populations served, law enforcement officials in person, via email, text, and by phone.
  • Must be able to set up and dismantle chairs, tables, and other equipment needed for ministry activities as required.
