    This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

    For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

    At this time, agencies may recruit and hire employees by making temporary appointments.

    In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

    At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

    Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

    While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

    If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer under Section 70.4 or are applying under the NY HELPS or 55 b/c programs cannot be considered.

    A New York State Professional Engineer's license and current registration AND either a qualifying bachelor's degree as listed below OR one year of full-time qualifying engineering experience as listed below

    Qualifying degrees:
    Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees

    Qualifying experience:

    One year of full-time engineering experience in the design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities, OR One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.

    Duties Description The Professional Engineer 1 (Environmental) will supervise two Assistant Engineers (Environmental) and an Engineer Trainee (Environmental) in the R2 Water Stormwater Section.

    Duties of this section include conducting compliance inspections at construction sites covered under the department's SPDES Construction General Permit (CGP) and SPDES Multi Sector General SPDES permit (MSGP) programs for compliance with the permits.

    Conducting reviews and authorizing approval of CGP and MSGP Storm Water Pollution Prevention Plans (SWPPP).

    Responsible for preparing inspections reports and, when necessary, issue Notices of Violation to sites that are in noncompliance with the applicable stormwater regulations and SWPPP requirements.

    Review applications for 5-acre waivers and draft approval or denial letters as appropriate. Assisting with compliance oversight of the New York City SPDES MS4 Permit.

    Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.
