    Description

    Position Summary

    Incumbent coordinates and performs Telecommunications engineering evaluations, functional analysis, compatibility analysis, design, security, testing, deployment, planning, and project coordination for existing and new Telecommunications and IT products. The position provides engineering technical support, project engineering and development, strategic planning, engineering analysis, maintenance and operational support, and engineering design.

    Areas of engineering focus are:

  • Planning and implementation of the District's Radio Frequency (RF) communication networks and telecommunication infrastructure in full compliance with FCC, FAA, FERC/NERC
  • Responsible for designing, implementing and maintaining complex, enterprise-scale RF networks and telecommunication infrastructure and monitoring performance
  • Design and engineer 6GHz, 11GHz, 18GHz carrier class microwave path/systems
  • Specify new tower structures and new loading on existing towers per TIA-222 standard
  • Design and engineer 900MHz multiple address systems (MAS) for SCADA communication backhaul
  • Provides technical support and ensures optimal performance of a statewide Motorola based P25 Land Mobile Radio (LMR) system as well as site based conventional radio systems
  • Configure packet-based RF links to extend existing layer 2/3 networks
  • Assist in developing business unit strategy and future planning
  • Create and develop project scopes and project estimates
  • Create and maintain system documentation utilizing the District's drafting system (Topology Diagrams, Design Docs, Technical Procedures)

    Telecom Engineer I, II, III: Bachelor's Degree in Electrical, Electronics, or Computer Engineering from an ABET accredited college/university is required OR Professional Engineering License and a bachelor's degree from a Non-ABET accredited school is required.

    Telecom Engineering Analyst III, IV, V: Placement in this position is determined by prior education and experience. Minimum requirement for entry into this position is an associate degree in electronics or a related engineering/technical field or equivalent military education/experience plus 6 years' experience in the Telecommunications field.

    Essential Duties & Responsibilities

    Level I Engineer/Level III Analyst: Engineering Studies, Modification or New Design Projects, Operations and Maintenance Support - Performance of a variety of specific tasks within each of the primary responsibility areas to gain and demonstrate a general understanding of the process involved, a general understanding of the electric utility industry, the ability to manage personal performance, a general understanding of economic/accounting principles, and an ability to complete single task assignments with supervision, prepare design calculations, obtain field data, utilize drawings, develop design requirements, prepare design calculations, and develop drawings and material lists.

    Level II Engineer/Level IV Analyst: Engineering Studies, Modification or New Design/Construction Projects, Operations Maintenance and Support, and Customer Relations - In addition to mastering all duties of a Level I, perform activities and associated skills which are required to analyze the technical and economic feasibility of new construction projects, modifications to existing systems or equipment, or changes in operation or maintenance of existing systems or equipment. Typical tasks will be centered around having a detailed and specific understanding of the electric utility industry as well as economic and accounting principles, investigating new technology, reviewing regulatory requirements, reviewing design standards and codes, developing conceptual designs, determining economic and technical feasibility, developing detailed schedules, and generating and presenting specific/detailed technical reports, independent design/analysis of small to mid-level engineering projects, utilization of technical software, researching new equipment, technology, managing construction or craft crews in the field, coordinate and supervise work between departments, prepare technical specifications, evaluate proposals, prepare purchase documents, expedite delivery, inspect project materials, administer contracts, prepare installations procedures, develop acceptance criteria, inspect construction, support equipment/system start-up, update drawings and lists, provide training on O&M, analyze problems by conducting root cause analysis, serve as a subject matter expert, perform equipment condition assessments, provide outage support, develop operating procedures, conduct performance testing, interpret and analyze test results, interface with the customer to understand their needs, provide project status updates, and maintain open lines of communication.

    Level III Engineer/Level V Analyst: Engineering Studies, Modification or New Design/Construction Projects, Operations Maintenance and Support, Customer Relations, and Leadership - In addition to mastering all duties of a Level I and Level II, perform activities and associated skills which are required to analyze, design, implement complex projects and provide both technical and customer support, as well as technical direction to others. Implement regulatory requirements, develop drawing and material lists, develop and administer contracts, develop cost estimates, develop project schedules, control project budget, establish test requirements, develop new test procedures, develop proposals for service, provide direction and technical leadership within areas of expertise, develop and/or review technical feasibility of proposed solutions.
