    Description

    Overview:

    Axient is seeking an experienced Materials Management Specialist to provide advisory and assistance services to our customer on a major facility construction effort for the Arnold Engineering Development Complex, headquartered at Arnold AFB, TN.

    Responsibilities:

    Provide advisory and assistance services in support of materials management needs associated with a major test facility project including the following:

    • Track all material purchases for the project from ordering to installation.
    • Assess/recommend material storage/staging practices to enhance materials management.
    • Interface closely with PZ to track procurements, monitor delivery schedules, and manage the flow and approval/disapproval of contractual deliverables.
    • Conduct market research to identify sources of equipment and services, including pricing and delivery information.
    • Manage hardcopy/online program records.
    • Support waiver development for time-critical procurements.
    • Develop Independent Government Estimates (IGE), as needed.
    • Prepare Requests for Information (RFI).
    • Participate in source selection process, including development of scoring matrices.
    • Identify and utilize existing IDIQ contract vehicles to address specific procurement needs.
    • Assess availability of equipment and services from GSA distributors as means to expedite procurements.
    • Interface with Ops personnel to define requirements/specifications for specific equipment and services.
    • Review Statement of Work documentation (SOWs) for equipment and services to facilitate vendor research to identify potential sources.
    • Maintain contract chronologies to document discussions, reviews, approvals, and other correspondence.
    • Participate in regularly-scheduled status meetings/calls, as well as unscheduled discussions to address inquiries and/or monitor the status of specific efforts.
    • Attend design meetings as needed.
    • Review contract SOWs to develop/refine submittal requirements.
    • Develop and maintain tracking tools to monitor contractor submittals, CLIN claims, invoicing status, and deliverable status, as well as to identify past due items.
    • Support preparation of briefing packages.
    • Provide inputs and monitor overall project schedules.
    Qualifications:

    MINIMUM REQUIREMENTS

    • Must possess a DoD security clearance or be able to obtain one.
    • Must be knowledgeable of government procurement processes and the management of large complex construction projects.
    • Must be able to effectively interface with various Base organizations to complete support assignments.
    • Must demonstrate knowledge and application of effective materials management tools and techniques to effectively support AF efforts.
    • Must possess strong computer skills and learn to use new applications quickly.
    • Prior experience supporting materials management activities at a military facility highly desirable (AEDC experience a plus).
