    Job Summary

    Join the Minnesota Department of Health's Financial Management team in a position designed to lead fiscal planning, strategy, and external reporting.

    Working as a Budget and Policy Analyst within our Budget Planning Section, you will:
    • Analyze the potential impact of legislative, administrative, and economic developments on the department's finances, operations, and public health goals.
    • Interpret state policies, laws, and statutes affecting department fiscal operations and budgeting.
    • Guide the development of budget proposals by department offices and staff.
    • Manage the preparation of fiscal notes by department offices and staff.
    • Serve as a department expert on budget and fiscal policy matters.
    This position is open to telework for applicants residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. There will be an expectation to report to the office in St. Paul for team or division meetings as needed. In addition, this position is required to work in the office at least three days per week when the legislature is in session, and as needed for meetings with legislators and their fiscal staff when legislature is not in session.

    Qualifications

    Minimum Qualifications

    Three (3) years of experience performing the following duties:
    • Experience developing budget or policy documents, and briefs or presentations.
    • Proficiency in the use of software applications or systems such as Microsoft Office or Excel
    • Experience in development, high level analysis, and/or critical review of legislation.
    • Knowledge of the State of Minnesota's legislative process.
    Preferred Qualifications
    • Project management and coordination experience.
    • Experience developing, reviewing, and analyzing fiscal notes and corresponding legislation.
    • Knowledgeable about State of Minnesota programs and policies.
    • Preparation or critical review of budget proposals.
    • Managing budget projects, reports and/or analyzing financial data.
