    Roles and Responsibilities:

    • Directs all aspects of the Office of Business Development's (OBD) compliance operations as related to the establishment of Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE)/Disabled Veteran-Owned Business (DVOB) contract goals.
    • Manages the review and monitoring of all DBE/SBE/ DVOB contracts to ensure compliance, including review of procurements for compliance and ongoing payments for fraud, and develops and implements DBE/SBE/DVOB compliance policy. Administers DBE certification and manages the New Jersey Unified Certification Program (NJUCP) DBE database and leads DBE/SBE/DVOB compliance policy and procedure development and implementation.
    • Provides DBE program training, guidance, coaching and direction for team members, DBEs, SBEs, DVOBs, prime contractors working on NJ TRANSIT contracts, consultant teammates and internal business partners, in all aspects of DBE program eligibility and certification/contract requirements.
    • Ensures NJ TRANSIT's overall compliance with federal and state requirements in the areas of DBE certification and DBE/SBE/DVOB contract management.
    • Interfaces and coordinates with internal business partners in the development, planning, forecasting, execution and troubleshooting of projects, processes, and initiatives in which DBE/SBE/DVOB compliance are major components. Supervises and leads OBD's participation in ongoing projects and oversees the development and utilization of tracking and reporting mechanisms to ensure efficiency and effectiveness. Manages any conflicts or concerns to ensure compliance with OBD, federal and state DBE/SBE/DVOB policy.
    • Leads development, supervises and ensures the continuous advancement of new and ongoing initiatives to increase OBD operational efficiency and effectiveness in key areas, including but not limited to DBE certification effectiveness; DBE/SBE/DVOB utilization (with and without goals); monthly DBE/SBE/DVOB payment reconciliation; and DBE/SBE/DVOB fraud prevention activities. Reviews and approves all training materials, standard documentation, protocols, practices, SOPs and controls for all new and existing OBD operational processes.
    • Serves as project manager for critical compliance related OBD projects, oversight requirements and special initiatives, including but not limited to all aspects of development for NJ TRANSIT's Triennial DBE Agency Goal, Federal Transit Administration DBE compliance related reviews, and NJ TRANSIT's Race-Neutral Small Business Set-Aside Program. Partners with the Director of Business Development, Outreach and Operations Support as needed.
    • Establishes departmental achievement and employee performance goals and plans for compliance operations in support of NJ TRANSIT's DBE/SBE/DVOB corporate and strategic goals and vision.
    • Performs DBE certification and DBE/SBE/DVOB contract compliance functions, as needed.
    • Supervises two (2) direct reports and the OBD compliance operations team.

    Education, Experience, and Qualifications:

    • Bachelor's Degree or equivalent and a minimum of seven(7) years applied experience in D/S/M/W/DVOB Business Enterprise program and/or procurement contract administration, at least three (3) years of experience in federal or state civil rights program/policy compliance in a supervisory capacity.

    Knowledge and Skills:

    • Proficiency with high-level professional communication (oral and written), presentations, building business partnerships and conflict resolution.
    • Direct experience developing training, policies and procedures, and managing projects/processes.
    • Proficiency in Microsoft Office suite, including Word, Excel, and PowerPoint required.

    Working Environment:

    • High work volume office environment. Need for travel and attendance at evening meetings; need to monitor email and company cell during off hours and weekends, need to be responsive nights and weekends, especially during emergent situations; need to manage internal staff and external relationships; need to work with diverse people, groups and organizations; and the need to be able to adapt to an intense, highly-fluid, operating agency environment.
