    Position Function

    Manage HR systems and support employee development and retention programs. This position will play a pivotal role in overseeing technology initiatives and employee programs within the Human Resources department. They will be responsible for managing HRIS and ERP systems, optimizing technology utilization, and enhancing employee benefits and compensation packages.
    Tasks/Duties
    • Oversee the implementation, maintenance, and optimization of HRIS and ERP systems including NEOGOV, Tyler Content Manager, Enterprise, LocalGovU, and other related systems and ensure accuracy and timeliness of data entry and maximize efficiencies. Coordinate training initiatives for systems and HR processes by collaborating with department heads to identify training needs, scheduling training sessions, and tracking participation.
    • Ensure accurate, timely, compliant, and confidential management of all personnel files in alignment with City policy and local regulations. Execute record destruction initiatives promptly and in accordance with relevant local laws. Lead the digitization efforts for personnel files, ensuring accurate and organized record-keeping management. Ensure compliance with data privacy regulations and confidentiality standards throughout the digitization process. Manage various compliance documentation including Employee Photo Consent, EEO reporting, IRS 1095 and Vehicle Incident Review Board (VIRB) follow up, ensuring strict adherence to policy and procedures, documentation of proceedings, communication of decisions, and compliance monitoring.
    • Develop, implement, and manage employee benefits programs, including health insurance, retirement plans, and wellness initiatives. Analyze market trends and benchmarking data to design competitive compensation packages and incentive programs. Prepare annual total rewards statements. Reconcile and process monthly Health, Flexible Spending Account, Dental, and Vision bills and complete COBRA audits for payment. Coordinate filing of Short Term & Long-Term Disability Claims. Process life insurance claims. Process life status changes.
    • Process Public Records Requests. Participate on the Public Records Team and update HR staff on issues related to public records law changes.
    • Supervise and provide guidance to assigned employees within the Human Resources department. Maintain HR Department Procedures. Modify as necessary. Update and maintain history for the Disciplinary Action Process.
    • Edit and publish newsletter for supervisors (SuperScoop).
    • Manage performance plan administration city-wide, ensuring alignment with organizational objectives and providing support to managers and employees. Manage the merit spreadsheet and appropriate communication of merits to City employees. Assist on HR Projects throughout the year (Open Enrollment, Merits, Employee Recognition, PAL Program Audits, etc.)
    • Coordinate emergency management response for HR. Serve as the onsite HR representative during emergency events. Serve as the Human Resources representative on the Safety Team.
    • Provide coverage at front desk as needed, answer incoming calls, and furnish information/ applications to applicants, employees and general public.
    • Perform additional duties as assigned. Be available for emergency call-outs. Drive to and from various City locations
    • In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
    • Complete required trainings as specified within the City Comprehensive Emergency Management Plan.
    Qualifications

    MINIMUM QUALIFICATIONS:
    • Bachelor's degree in Human Resources, Business Administration, Public Administration, Communication or related field.
    • Three (3) years of experience reflecting progressive responsibilities in Personnel/Human Resources of which once (1) year must be supervisory.
    • Experience with HR systems implementation, configuration, and maintenance.
    • Experience with benefits and compensation oversight, records management, and compliance.
    • Word processing and spreadsheet experience in a Windows based environment to include experience with computerized master file maintenance.
    • Valid driver license. Must obtain Florida driver license within thirty (30) days of employment
    PREFERABLE QUALIFICATIONS:
    • Certification from an accredited Human Resources professional organization (PHR, SPHR, SHRM-CP, SHRM-SCP).
    • Familiarity with various HR functions such as recruitment, payroll, and employee relations.
    • Experience in project management, preferably with HR-related projects.
    • Experience with Tyler Technologies/Enterprise or NEOGOV HRIS systems.
    Supplemental Information

    Applicants will be required to complete a Disclosure & Authorization Regarding Background Investigation, a Confidentiality Agreement and the CJIS (Criminal Justice Information Services) Security Clearance process to include national fingerprint-based records check and approval for controlled access to protected information.

    Driving history for the past three (3) years must reflect no violations of a driving related felony offense, or driving under the influence (DUI) which includes both drugs and alcohol, reckless driving, or hit and run involving an occupied vehicle or attended property, or an accumulation of traffic violations, plus three (3) points for each attendance at driving school (regardless of whether points were assessed against the license) where the penalty points do not exceed twelve (12).
