Qualifications:
Minimum of 10 year(s) of experience in Environmental science, chemistry,
engineering audits, inspections and/or process safety. OR BA/BS Degree in
Engineering, Environmental Science, Chemistry, Environmental Studies or related
field, plus 5 years of environmental experience. OR Previously completed
training in Technical and professional functions requiring analysis, evaluation
and report writing of chemical process operations.
Excellent skills with computers and internet. Professional knowledge of
and/or experience in process chemical reactions, process controls, maintenance
operations and safety engineering for facilities with hazardous chemicals. Valid
Driver's License.
Experience required with Windows, MS Word, MS Excel, MS Access, MS
PowerPoint, MS SharePoint, MS Teams, MS Outlook, MS OneDrive, Adobe, Scanner
Microsoft Suite (Word, Excel, Access, PowerPoint, SharePoint, Teams,
Outlook, OneDrive), Digital camera
Duties:
Support the RMP and EPCRA programs located in the Enforcement and Compliance
Assurance Division at EPA Region 10. Provide professional and technical support
as an inspector, technical advisor, seminar presenter and trainer under Section
112 (r) of the Clean Air Act and most sections of the Emergency Planning and
Community Right-to-Know Act.
Conduct inspections of facility which store hazardous substances subject to
CAA 112(r) Risk Management Plans and ECPRA non313. 30%
Write and peer-review inspection reports. Assist in compiling relevant
documents before and after inspections. Review reports and documents to provide
preliminary determinations on compliance. 35%
Perform planning and logistics to support inspections and travel. Coordinate
with local emergency planners/responders prior to inspections. 10%
Attend relevant training and conferences in chemical accident prevention and
investigation. 10%
Provide compliance assistance to regulated community to understand CAA
112(r) and EPCA regulations. 5%
Provide technical assistance to Federal, State and local agencies for
accident investigations and chemical accident prevention. 5%
Other duties as assigned. 5%
Other:
EPA sponsored courses required for compliance with EPA Order Courses
include, but are not limited to: 24-Hour Health and Safety training, Basic
Inspector Training Course, CAA 101, Risk Management Program Inspector training,
EPCRA non-313 Inspector Course, Program specific refresher training, 8 Hour
Health and Safety refresher training, CAA Confidential Business Information
Training, EPCRA Trade Secrets Training, media refresher training and on-the-job
(OJT) training.
Courses include, but are not limited to: for candidates who have current
inspector training; Risk Management Program Inspector training, Program specific
refresher training, 8 Hour Health and Safety refresher training, CAA
Confidential Business Information Training, media refresher training and on-the
job (OJT) training.
Travel Requirements:
Travel will be required to conduct inspections and to
participate in trainings, workshops and conferences, usually 8-10 weeks per
year. Travel will be by car and/or air depending on destination. Inspection
weeks are usually spaced out to one week per month but depending on timing of
trainings, workshops and conferences, some months may have two weeks of travel.
Overnight travel:
Travel will usually occur in one-week intervals.
Inspections are conducted throughout the 4 states in Region 10: Alaska, Idaho,
Oregon and Washington, and require staying in the area of the inspections for
the week. Trainings can be held across all Regions and require staying in the
area of the training for the week.
Air travel anticipated: 4-6 weeks of air travel, as inspections are
conducted throughout the 4 states in Region 10 and often require travel by air
to reach more remote locations of Region like, such as Alaska, Idaho and eastern
Oregon and eastern Washington. Trainings can be held across all Regions and
often require air travel.
Rental cars: 6-8 weeks per year. Travel by vehicle is required during the
inspection week to travel between the facilities and the lodging. A rental car
is used when traveling to the inspections by air.
Health Safety Training:
Initial 24-Hour Health and Safety Certification must
be completed. Certification must be maintained by taking annual 8-Hour Health
and Safety Refresher Training.
Health and Safety Considerations: 24-Hour Certification must be completed
prior to participating on inspections.
Required Safety Gear:
Hard hat, gloves, ear plugs, fire resistant coveralls,
steel-toed shoes and safety goggles/glasses
Safety Gear Use:
Inspections to be conducted at a wide assortment of
facilities (including chemical processing, refrigeration, refineries and
water/wastewater treatment plants) that manufacture, store and/or use hazardous
substances requiring safety equipment.
