The Nevada County Environmental Health Department is looking for a highly motivated and organized individual to join our dynamic and collaborative Team The incumbent will have excellent interpersonal and communication skills, and the ability to explain sophisticated State and Local ordinances and regulations in a clear and easy to understand format for all customers. This position will review all consumer protection, land use and hazardous materials plan review projects, applications, and documentation submittals. In addition, this position will approve permits and support and participate in project assignments. Knowledge of County land use LAMP and Codes, zoning, and Environmental Health ordinances as well as State CalCode and State laws are highly sought-after attributes. In addition to reviewing project submittals, this individual would assist customers in resolving project-related questions and challenges and process data for State of California requirements.

Essential Duties Include:

• Assists permit applicants and others by phone, email and in person.
• Assigned Front Counter Customer Service shifts on a weekly basis and coordinates with other EH Technicians regarding all Customer Service activities.
• Performs preliminary application review for completeness and accuracy and determines appropriate fees.
• Reviews Consumer Protection plan reviews, application submittals for new or existing restaurants or other permitted facilities and special event applications.
• Reviews land use plan reviews/proposals for basic conformance with the Local Area Management Plan (LAMP) and the General Plan and the zoning ordinance.
• Assists with Building Plan Check reviews and provides responses to the applicant via Accela.
• Assists the Consumer Protection Division within EH with outreach to permitted facilities.
• Creates service requests, invoices, and other pertinent facility actions via the Hedgerow database.
• Assists with division field inspections, as needed.

Important:

• May respond to environmental health related complaints involving a wide variety of facilities, establishments, and nuisances by inspecting and recommending remedial action. In addition, may assist with the Vector Program field surveillance and mosquito fish maintenance.

Knowledge of:

• Basic principles and functions of the EH Department and other Departments within the Community Development Agency.
• Nomenclature, symbols, methods, and techniques used in mapping and drafting which are specific to EH plan review submittals.
• Techniques for gathering, compiling, and presenting data in visual form.
• Local land use ordinance, zoning, and agency policies.
• Basic principles of chemistry, biology, and environmental geology.
• State (CalCode) and local laws and regulations governing environmental health, retail food establishments, public swimming pools, body art and tattoo, organized campgrounds, and other consumer protection program areas; underground tanks, hazardous material and toxic waste storage facilities; residential well water, commercial well/drinking water supply; residential septic systems, commercial septic systems, and onsite soils evaluations.

• Planning, organizing, and carrying out research.

• Using computer technology and applications in the performance of daily activities.
• Establishing and maintaining effective working relationships with those contacted in the course of work.
• Maintaining records and preparing routine correspondence and reports; updating Accela and Hedgerow permit files with scanned documentation, comments or other.

Education and Experience Required

Equivalent to 2 years of college coursework from an accredited college or university, which includes 12 semester units in geography, cartography, mathematics, construction urban planning, regional planning , environmental health sciences, or similar field

OR

1 year of experience as a Permit Processing Technician or comparable position.
