    This position is part of the Air Force Elements, U.S. Transportation Command.

    As a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST at the GS some of your typical work assignments may include:
    • Plan, organize, and direct the activities of the Manpower Requirements & Programming Branch ensuring that manpower requirements determination, CPI, resource management studies and reviews, and military and civilian man power programming issues comply with legal and regulatory requirements and meets customer needs.
    • Select or recommend selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develop, modify, and/or interpret performance standards.
    • Represent the Manpower Requirements & Programming Branch with a variety of command and functional area organizations.
    • Establish, develop, and maintain effective working relationships with military and civilian of high-ranking levels within and outside of the Command, to include OSD, the Joint Staff, Military Services, Combatant Commands, Transportation Component Commands, subordinate commands, and command's directorates and Command Staff Group offices.
    • Prepare and deliver oral presentations such as briefings, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changed in assigned programs(s).
    • Make authoritative interpretations of governing high-echelon manpower and organization management policy, and make recommendations for command-specific applications, including defining management implementation of techniques and Standard Operating Procedures.

    Qualifications
    You may qualify at the GS-14, if you fulfill the following qualifications:
    One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
    • Develop goals and objectives that integrate organization and command manpower requirements and programming objectives.
    • Advise and provide counsel to employees regarding policies, procedures, and directives of management.
    • Research, interpret, analyze and apply manpower and organization regulations, directives, and policies for application to command organizations.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Substitution of education may not be used in lieu of specialized experience for this grade level.
