As the Environmental Health and Safety Specialist, you will develop and oversee plans and actions to ensure compliance with Federal, state, and local rules and regulations regarding the environment, workplace and public safety, and accessibility requirements for the Airports.

Environmental Health and Safety Specialist


Serves in the Engineering and Facility Services Department at Washington Dulles International Airport (IAD) or the Engineering and Facility Services Department at Ronald Reagan Washington National Airport (DCA).

Oversees airport compliance with rules and regulations regarding the environment, workplace and public safety, and public access requirements. Designs, implements, inspects, analyzes, and monitors corrective actions taken for regulatory noncompliance. Provides technical advice on the proper handling of hazardous materials. Performs related duties.


GENERAL RESPONSIBILITIES


Designs, implements, inspects, monitors, analyzes, and evaluates corrective measures taken for noncompliance issues with environmental, workplace, and public safety, or accessibility requirements.

Coordinates and prepares airport responses on noncompliance issues.

Advises key personnel on existing and potential noncompliance issues.

Plans for the impact of future passenger growth and facility expansion projects, with a focus on environmental issues.

Manages abatement and remediation of hazardous materials. Responds to spills of oil and hazardous substances to provide technical advice and appropriate follow-on actions.


Serves as on-scene coordinator for liaison between Airport Police, Fire, and Emergency Medical Services (EMS) personnel, airlines, tenants, and contractors.


Develops plans to prevent discharge of pollutants into storm water, surface waters, sanitary sewer, and groundwater, with contingency plans in the event a spill occurs.

Coordinates with regulatory agencies to determine remediation activities that may be required to remain in compliance. Represents the airport in meetings with regulatory agencies.

Coordinates with environmental inspectors, program officials, and workplace and public safety personnel on requirements, infractions, and inspections.


Monitors the compliance of airport operations, maintenance, and tenant activities with regulations and governmental programs, provides technical advice and assistance, compiles compliance data, and ensures compliance.

Keeps abreast of technical and legal developments in environmental engineering as well as airport engineering, maintenance, and other operations.

Collects and maintains environmental records and test results; prepares written reports and response plans as required by applicable regulations.

Serves as co-chair for the Department Safety Committee.

Serves as the Contracting Officer's Technical Representative (COTR) for environmental service contracts.

Conducts safety training.

Performs other duties as assigned.


QUALIFICATIONS
Six years of progressively responsible experience in environment, health, and safety assessment, reporting, and corrective action development and implementation.

Skill in developing and monitoring environmental, public, and workplace safety, and accessibility programs and contingency plans.

Skill in conducting environmental, public, and workplace safety, and accessibility inspections.

Skill in serving as an internal advisor on environmental, health, and safety programs.


Knowledge of key Federal, state, and local rules and regulations on environmental and workplace safety issues affecting airports and the ability to develop and oversee prevention programs and corrective action plans for noncompliance.

Ability to identify environmental implications and provide pertinent advice before, during, and after remediation.


Knowledge of Environmental or Civil Engineering concepts, principles, and practices, and the ability to assist in the management of environmental engineering and workplace safety.


Knowledge of environmentally focused public issues and the ability to recommend actions to preclude or minimize anticipated controversies related to such issues from arising.


Ability to review Architectural/Engineering design drawings, specifications, and supporting documents for compliance with applicable federal, state, and local environmental regulations.

Ability to make detailed analyses of data and information and make recommendations.

Ability to speak and write effectively.

Skill in using a computer and modern office suite software.

PREFERRED
QUALIFICATIONS


Licensed as an Engineer in Training (EIT) in the Commonwealth of Virginia or with official verification of passing the Fundamentals of Engineering (FE) examination of the National Council of Examiners for Engineering and Surveying (NCEES).

Certification in Occupational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response (HAZWOPER).

Licensed as an Asbestos Inspector by the Virginia Department of Professional and Occupational Regulation (DPOR).

Certification in Erosion and Sediment Control and/or Stormwater Management by the Virginia Department of Environmental Quality (VDEQ)

Certification in an industrial safety, environmental engineering, or hazardous materials field.

A Bachelor's Degree in Engineering, Environmental Science, Biology, or a related field.


EDUCATION
A high school diploma or a Certificate of General Educational Development (GED).


CERTIFICATIONS AND LICENSES REQUIRED
A state driver's license in good standing.

Certification in OSHA HAZWOPER within 120 days of hire, promotion, or placement in the job.

Licensed as an Asbestos Inspector by DPOR within six months of hire, promotion, or placement in the job.


Certified as an Erosion and Sediment Control Inspector by VDEQ within six months of hire, promotion, or placement in the job.


NECESSARY SPECIAL FACTORS
Must maintain HAZWOPER, Asbestos Inspector, and Erosion and Sediment Control Inspector certifications.

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

May be subject to adverse weather conditions, dust/grease/dirt, noise from aircraft, and exposure to hazardous materials. Wears protective equipment, as required.

Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.
