    THIS POSITION IS EXEMPT FROM VETERAN PREFERENCE


    Under the general direction of the Public Works & Utilities Director, performs highly responsible professional engineering and administrative work at the advanced level involving the coordination of major water and wastewater expansion projects.

    Incumbent works closely with City staff and consulting engineers in coordinating the design and construction of projects.

    Assignments are complex in nature and are carried out within established policies, procedures, regulations, and guidelines issued by the City and by the appropriate State and Federal agencies.

    Work assignments are received both orally and in writing. Work is reviewed through observation, conferences, reports, and for results obtained. Performs other work as required.

    ESSENTIAL FUNCTIONS

    • Performs administrative and professional engineering work at advanced levels
    • Coordinates between the consultant, the contractor, and City staff to ensure that construction planning, scheduling, and the processing of shop drawings and change orders are carried out in a timely and efficient manner
    • Assists in the development of operations and maintenance manuals
    • Advises and recommends the acceptance of new facilities and systems
    • Ensures that all required Federal and State documentation is provided in a timely manner
    • Prepares and monitors budget activities for Utilities Administration.
    • Plans, delegates and coordinates the work activities of Department staff.
    • Develops, updates and maintains departmental five year Capital Improvement Program.
    • Coordinate City's permitting and compliance activities.
    • Represents the City and effectively communicates with regulators on City's permitting and compliance issues and negotiates on City's behalf.
    • Prepares and gives presentations, both technical and non-technical on City projects and responds to questions.
    • Oversees the Department in the Department Director's absence.
    • Manages the Public Works & Utilities Department Field Office or represents the Public Works & Utilities Department as Operations Section Chief at the EOC to maintain utility operations during declared emergencies, and initiates recovery efforts when conditions allow.
    • Assists with planning, directing and coordinating activities, projects, and budgeting for Fleet, Facilities , and Streets & Stormwater Divisions.

    TRAINING AND EXPERIENCE

    • Bachelor's Degree in Civil Engineering or a related field; seven (7) years of experience civil engineering (or related discipline) as it relates to utility systems; or equivalent combination of education and experience.
    LICENSES, CERTIFICATIONS OR REGISTRATIONS


    • Licensed Professional Engineer in the State of Florida
    • Must possess a valid State of Florida driver's license. Applicants who possess a valid out of state driver's license must obtain the Florida driver's license within 10 days of employment.
    • Must possess Incident Command System certifications: ICS-100, ICS-200, ICS-300, ICS-400, IS-700.a, IS-800.b; or ability to obtain same within six (6) months.
    KNOWLEDGE, SKILLS, AND ABILITIES


    • Thorough knowledge of the principles and practices of construction engineering and administration.
    • Knowledge of Federal and State regulations relating to water production and wastewater treatment facilities
    • Knowledge of municipal departmental operations and their relationship to overall City objectives and goals.
    • Ability to perform administrative and professional engineering work at advanced levels
    • Ability to communicate clearly and effectively, both orally and in writing
    • Ability to maintain a variety of records and to compile data for reports from such records.
    • Ability to read and comprehend large volumes of technical reports and drawings in short time periods and effectively communicate information on this material to others
    • Ability to plan, delegate, and coordinate the work of City staff, contractors, and consulting engineers
    • Ability to coordinate and implement numerous projects and job tasks concurrently.
    • Ability to establish and maintain effective working relationships with associates and the public and effective manner.
    • Ability to effectively communicate with the public.
    • Ability to read and design technical reports, specifications and drawings.
    • Ability to climb up and down ladders and in and out of confined spaces and trenches.
    • Ability to stand, walk and work on unstable soils.
    • Ability to work in all types of weather conditions.
    • Ability to respond to emergencies 24 hours a day.
    • Ability to work for extended periods of time without sleep.
    • Ability to work at heights and in trenches.
    • Ability to work accurately in a noisy, stressful environment.

    PHYSICAL AND MENTAL REQUIREMENTS

    • The work is sedentary work and requires exerting up to 10 pounds of force occasionally and negligible amount of force constantly to move objects.

    Additionally, the following physical abilities are required:

    balancing, climbing, crouching, feeling, manual dexterity, grasping, handling, hearing, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.
