    SUMMARY

    This position will facilitate and provide support for employee health and wellness benefit programs, and will work with the Human Resources Director and each organization's leadership to research, plan and deliver training and professional development programs for the Confederated Tribes of Coos, Lower Umpqua, and Siuslaw Indians Tribal Government.

    PRINCIPAL ACTIVITIES & RESPONSIBILITIES
    • Administer and consults with employees regarding benefit eligibility, such as: Health, Dental/Vision, Life/AD&D, 401(k), and Employee Assistance Programs.
    • Administer Workers Compensation program.
    • Oversee medical leave requests and short/long-term disability claims.
    • Coordinate with Finance department to verify and approve billing statements.
    • Maintain benefit records: developing recordkeeping systems; initiating new-hire benefits; recording changes.
    • Resolve employee questions and problems by interpreting benefit policies and procedures.
    • Oversee wellness activities and resources that promote lifestyle options for better health.
    • Work closely with other related departments to coordinate the delivery of services.
    • Work closely with external partners to ensure proper delivery of services.
    • Monitor payroll interface to ensure compliance and data integrity.
    • Ensure compliance of all policies and procedures as outlined in HR department guidelines.
    • Keep apprised of applicable laws and regulations in order to assure compliance.
    • Analyze training needs to develop new training programs or modify and improve existing programs.
    • Create and direct programs to facilitate department directors, managers, and staff to be the most successful and effective in their positions.
    • Work with department directors to facilitate summer Internship program.
    • Oversee the Tribal Workforce Development program.
    • Record and monitor training costs to ensure integrity of overall budget.
    • Monitor, evaluate, and record training activities and program effectiveness.
    • Develop alternative training methods as appropriate.
    • Function as a central communication point for training with other departments.
    • Coordinate training schedules, locations and materials.
    • Organize and develop guides, and course materials such as handouts and visual aids.
    • Foster a sense of teamwork and collaboration in a diversified workforce.
    • Maintain appearance standards as outlined in departmental policies.
    • Interact with all Team Members/Employees and the general public in a courteous, professional and efficient manner.
    • Other duties as directed by management.

    • No supervisory authority.

    WORKING CONDITIONS & ENVIRONMENT
    • Must be willing to travel out of town as needed.
    • Moderate noise level with frequent interruptions and distractions.

    Experience and Skills
    MINIMUM JOB REQUIREMENTS
    • Must be at least 25 years of age.
    • Must have valid driver's license, adequate transportation, and eligibility to operate GSA vehicles.
    • Bachelor's Degree in Human Resource Management or related field.
    • Five years working experience in Human Resources discipline or equivalent.
    • Proficient computer skills in Microsoft Windows, including Outlook, Word, Excel, and PowerPoint.
    • Evidence of the practice of a high level of confidentiality.
    • Demonstrated skills in database management.
    • Highly organized, detail oriented and ability to work unsupervised.
    • Read, write & speak English fluently.
    • This is a covered position and will be subject to pre-employment drug testing and criminal history background check.
    • Must have employment eligibility in the U.S.
    • Indian preference will be observed in the hiring process.
    PREFERRED QUALIFICATIONS:
    • Benefit administration experience
    • Experience in FEHB coverage.
    • Government experience.
    • Additional certifications in HR: THRP; SHRM; PHR; etc.
