    I) Job Purpose


    The Community Systems of Care Network Administrator leads coordination, development, and management of programs to enhance community health and well-being.

    Collaborating with stakeholders, they identify needs, implement initiatives, and evaluate outcomes for effective and equitable service delivery.

    This role demands strong leadership, strategic thinking, and a commitment to improving community health by ensuring access to care, implementing grants, and fostering collaborations across service areas.

    The Administrator collaborates with the Deputy Chief of System Network, Program Administrators, and other key stakeholders.


    II) Essential Functions

    A) Program Development and Planning:
    a) Collaborate with community stakeholders, including healthcare providers, social service agencies, schools, and local government, to identify priorities and develop strategic plans for addressing community health needs.

    b) Design and implement programs and interventions that promote health promotion, disease prevention, and access to healthcare services.

    c) Ensure alignment of program goals with the objectives of the Community System of Care Network and funding requirements.

    d) Analyze and facilitate opportunities to implement local, state, and national prospects for grants or innovations to enhance and expand the system of care locally, statewide, or nationally.


    B) Stakeholder Engagement and Collaboration:
    a) Build and maintain relationships with key stakeholders to foster collaboration and coordination of services within the community.

    b) Facilitate partnerships, collaboration and community alignment between organizations and agencies to leverage resources, share best practices, and address systemic barriers to health equity.

    c) Organize and facilitate meetings, workgroups, and committees to engage stakeholders in program planning and decision-making processes.


    C) Program Implementation and Management:
    a) Develop project plans, timelines, and budgets for program implementation, ensuring efficient use of resources and adherence to timelines.

    b) Oversee day-to-day operations of programs, including staff supervision, contract and grants management and procurement of services.

    c) Monitor program activities and outcomes, track performance metrics and adjust as needed to achieve program goals.


    D) Evaluation and Quality Improvement:
    a) Establish evaluation frameworks and methodologies to assess program effectiveness, impact, and sustainability.

    b) Collect and analyze data on program outcomes, participant demographics and community health indicators to inform decision-making and quality improvement efforts.

    c) Use evaluation findings to identify best practices, lessons learned and areas for program enhancement or expansion.


    E) Communication and Advocacy:
    a) Serve as a spokesperson for the Community System of Care Network, advocating for policies and initiatives that promote community health and well-being.

    b) Communicate program goals, activities, and outcomes to internal and external stakeholders through written reports, presentations, and other channels.

    c) Collaborate with Communication Team to develop messaging and materials that raise awareness of programs and engage community members.

    G) Performs other job duties or responsibilities as requested or assigned.

    A) Texas Administrative Code (TAC) relating to children and youth services.

    B) MHMR policies and procedures.

    C) Family Educational Rights and Privacy Act (FERPA).

    D) Health Insurance Portability and Accountability ACT (HIPAA).

    E) Trauma-Informed Care practices.

    F) Ability to communicate effectively in both written and verbal formats.

    G) Possess basic analytical skills.

    IV) Internal & External Customer Service
    A) This position requires extensive internal and external contacts. The employee will accomplish this with advanced written and verbal skills.


    V) Travel
    A) Adhere to MHMR Mileage and Travel reimbursement policy and any other aspect regarding travel.

    B) This position requires limited travel to various sites within the service area, as well as rare travel to meetings, conferences, or trainings that occur within the State of Texas or the United States. Overnight stays may be required.


    VI) Equipment Used
    A) Utilized as required for position.

    A)

    Minimum Education:
    Bachelor's Degree

    B)

    Defined Education:
    Business, Finance, Accounting, or Health and Human services field

    C)

    Preferences:
    Master's Degree (Business, Finance, Accounting, or Health and human services field)

    D)

    Substitutions:
    None

    E)

    Years' Experience:
    Twelve (12) years

    F)

    Defined Experience:
    Healthcare budgeting, finance, or a related field

    G)

    License/Certifications:
    Valid Texas Driver's License

    H)

    Special Courses:
    None

    I)

    Supervisory Experience:
    Eight (8) years


    VIII) Agency Requirements
    A) All staff are required to participate in agency Emergency Preparedness and Environmental Safety programs and may be assigned by their department as a key/essential staff level function during critical events or for the purpose of sustaining business continuity.

    B) This position may require temporary or permanent re-assignment to any MHMR Tarrant facility as determined by program needs and/or the Division/Director.

    C) Assigned work hours may change as the needs of the agency change.

    D) The Functional Title of this position may change as the needs of the agency change.

    E) All work will be completed within the scheduled work hours.

    All non-exempt (hourly) employees are expected to clock in and clock out for each work shift, no work should be done off the clock.

    F) MHMR reserves the right to change, add to or eliminate positions as it deems appropriate.

    G) Employment is at will, as well as agency needs may change.

    H) Agency dress code is to be followed at all times.

    I) Physical on-site presence, including regular attendance and punctuality, is an essential function of this position.

    Any changes or adjustments to your assigned work schedule or shift hours must be approved by your supervisor in advance.
