    Sabot Consulting is currently seeking a Business Solutions Analyst resource to lead and perform activities to establish and document needs, requirements, processes, policies, standards, rules, roles, and responsibilities necessary to manage a Data Catalog. This includes assisting with the management of activities and tasks associated with creating and maintaining the Data Catalog. The Catalog effort documents key information and metadata about data assets, enabling stakeholders to find, understand, trust, and use data to perform core enterprise data management, analysis, and reporting functions and services and improve data management and transparency outcomes.

    Responsibilities:
    • Build a data and analytics infrastructure that facilitates actionable shared knowledge and problem solving.
    • Standardizing the use of data, metrics and dashboards to improve internal and external program transparency and accountability.
    • Lead and perform activities to establish and document the Data Catalog management processes, policies, standards, roles, rules, responsibilities, requirements and business needs.
    • Plan, schedule, coordinate, facilitate, and lead various necessary workgroups to support the creation and management of the data catalog.
    • Lead and perform activities to communicate and collaborate with Data Catalog stakeholders, including subject matter experts, data stewards, etc. as necessary.
    • Understand, gather, analyze, define, and document scope, objectives, business needs, requirements, strategy, approach, workplans, processes, procedures, tasks, metadata, data specifications, data standards and data governance rules.
    • Work to define and document the type of data assets that will be collected in the Data Catalog, along with the required relationships across data assets that will include but not be limited to data specifications, data stores and data products.
    • Work to establish common metadata and associated templates for documenting, collecting, and tracking data assets in the data catalog.
    • Lead and perform activities to create and manage metadata, data assets, data catalog content and enter (input) content into the Data Catalog.
    • Lead and perform quality assurance activities including developing quality assurance rules.
    • Support the collection and maintenance of the data assets documented in the data catalog and will ensure each entry meets quality expectations.
    • Perform training of and knowledge transfer to staff ensuring adequately created content.
    • Training and knowledge transfer including technical guidance, training sessions, procedures, and manuals.
    • Establish, manage, and lead a plan and schedule to track, monitor and control all milestones, activities, processes, assignments, tasks, risks, issues, and concerns.
    • Provide verbal and/or written status reports and updates to management, staff and data governance groups, documenting accomplishments, planned accomplishments.
    • Submit working and final drafts of all work products, submissions and deliverables for State review and approval.

    Must Have:
    • Minimum of five (5) years of experience applying analytical processes on IT projects. At least three (3) years of that experience must have been in business systems analysis and design.
    • Bachelor's degree. Additional qualifying experience may be substituted for the required education on a year-for-year basis.
    • Three (3) years of FTE experience in data governance principles and best practices, establishing and enforcing data polices, and data cataloging with demonstrated proficiency in data cataloging tools and platforms.
    • Three (3) years of FTE experience with metadata management, data profiling, data quality assessment, defining and implementing metadata standards with the ability to ensure consistency in naming conventions and categorization.
    • Three (3) years of FTE experience in project management to plan and execute data cataloging projects with the ability to meet deadlines and manage project resources effectively.

    Nice to have:
    • Experience in training end users and create comprehensive documentation.
    • Strong communication skills, both written and verbal, with the ability to convey technical concepts to non-technical stakeholders.
    • Experience collaborating with and leading cross-functional teams, including IT, data stewards and business users.
    • Strong analytical and problem-solving skills to address issues related to data cataloging.
    • Strong knowledge of health care data privacy and security regulations including HIPAA, with the ability to ensure adherence.
