    Summary Organizational Location:
    This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade, Executive Assistant Commissioner (EAC) Office located in Washington DC.

    Responsibilities CBP Office of Trade is the architect of the most robust customs system in the world and the second largest revenue source for the U.S.

    Government. We facilitate legitimate trade, enforce U.S. laws, and protect the American economy as well as consumer health and safety. Collaborating with industry and government partners, we create a fair, competitive, and safe trade environment, and we enforce U.S. trade law to protect national economic security.

    Our expertise in the trade community allows us to lead the development of streamlined and efficient processes that provide certainty for legitimate importers, while combatting transnational crime.

    As a Management and Program Analyst you will be responsible for managing programs within the Office of Trade.

    This position starts at a salary of $82, GS-11, Step 1) to $128, GS-12, Step 10) with promotion potential to $153,354.00(GS-13 Step 10).


    Typical duties may include:

    Serving as an analyst or advisor to management on major CBP/OT mission and administrative programs by performing basic administrative processes as required by their role, including submitting and tracking information in agency-wide systems, organizing and preparing materials relevant to their job role, and providing support and information to their supervisors as needed.

    Ensuring that accurate, appropriately concise, and timely information is available to management and policy officials. Issuing, maintaining, and controlling final documents and their amendments in accordance with agency and program office policies.

    Developing and evaluating policies in assigned program areas, taking or recommending actions to achieve organizational objectives, and recommending future program objectives and improvements.

    You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Creating various work products, including Excel reports, data analysis, data visualizations, written reports, research products, program materials and program schedules.

    Performing basic administrative processes as required by their role, including submitting and tracking information in multiple systems.

    Assisting in developing and evaluating policies in assigned program areas, takes or recommends actions to achieve organizational objectives, and recommends future program objectives and improvements.

    Providing technical assistance and direct support to management staff in all matters relating to the application of planning systems and management programs to meet mission requirements.

    Education Substitution:
    A Ph.
    D.

    or an equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree or an LL.M.

    degree may substitute for experience required at this level. This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester hours or 81 quarter hours.


    Combining Education and Experience:

    Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.

    The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

    Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

    GS-12 Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing and coordinating planning management through briefings, presentations and conferences for executive management.

    Ensuring that accurate, appropriately concise and timely information is available to management and policy officials.

    Designing and administering plans and controls for submission of data, including forming the basis of budget and program resource requests and decisions.

    Assisting with the coordination, identification, analysis and issuance of policies with managers and top-level officials of the agency. There is no education substitution a the GS-12 grade level.

    Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

    You will receive credit for all qualifying experience, including volunteer experience.


    You must:

    Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/14/2024.

    The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.

    Residency:
    There is a residency requirement for all applicants not currently employed by CBP.

    Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.
