    Description


    This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

    At this time, agencies may recruit and hire employees by making temporary appointments.

    In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

    At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

    Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

    While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.


    NON-COMPETITIVE MINIUM QUALIFICATIONS:

    Real Property Analyst Trainee 1:
    Bachelor's degree or higher.

    This position is filled as a two-year traineeship:Trainee 1 is equated to SG-13, starting salary $49,363Trainee 2 is equated to SG-14, starting salary $52,198After successful completion of the two-year traineeship, SG-18 starting salary is $65,001Advanced placement to the Trainee 2 or journey level may be possible depending on education and experience.

    Candidates appointed at the Trainee 1 level will need to successfully complete a two-year traineeship before advancing to the Real Property Analyst 1, SG-18 level.

    A valid NYS Driver's License is required.


    COMPETITIVE MINIMUM QUALIFICATIONS:
    The selected candidate must be a current NYS employee eligible for transfer under section 70.1 of Civil Service Law.

    ORReachable on the appropriate eligible list (PCO or PATT) for this title and location in accordance with the provisions of Civil Service Law, Rules, and Regulations.

    Duties Description Under the general direction of a Real Property Analyst 2 or other higher level manager, the Real Property Analyst 1 performs the following duties:
    Evaluates data to establish equalization rates, railroad ceilings, special franchise assessments, and utility advisory appraisals;Analyzes valuation inventory reports and assists assessors in developing computer valuation models;Develops, modifies, and tests internal software applications;Performs ratio analysis and associated tasks to determine municipal levels of assessment;Tests, installs, and upgrades State-issued real property software
    • RPSV4 in local government officesTrains Division staff and local government officials in the use of RPSV4;Determines taxpayer eligibility for a STAR credit or property tax relief credit;Evaluates municipal assessment administration practices;Collaborates with local government officials and vendors in all phases of reassessment activity;Develops agency reference manuals, handbooks, technical reports, and training materials;Conducts training sessions for Division staff and local officials about market value surveys, commercial data collection and field review procedures;Performs data collection, analysis and valuation activities of real property sales and appraisals for market value surveys;Evaluates sales and property tax data from localities, utility companies and other State agencies;Writes detailed documentation to support appraisals;Analyzes data used to appraise property based on the Division's uniform procedures and guidelines;Determines compliance with laws and rules regarding the State aid program;Trains and demonstrates work duties to Division staff of all grade levels;Conducts public presentations; andSupervises support staff.
